Role Overview
The Project Manager / Project Leader will manage a
large-scale business transformation initiative, applying project management and
organizational change management principles, methodologies, best practices,
tools, and techniques. This role acts as a change agent on complex, multi-year
initiatives and works closely with senior stakeholders to ensure successful
delivery across all project phases.
Key Responsibilities
· Manage a business transformation initiative
using established project management and organizational and people change
management methodologies.
· Act as a change agent for a large-scale,
multi-year initiative by researching data and conducting change management
analysis.
· Develop, recommend, and execute implementation
strategies across all project phases.
· Create and manage assigned work packages within
the overall project plan, including business implementation and training
components, documentation, and reporting.
· Participate in steering committee and
stakeholder forums.
· Provide project and/or portfolio reporting to
multiple stakeholders at senior executive levels.
· Proactively identify risks and issues related to
assigned work packages and report them to project leadership and portfolio
teams.
· Identify mitigation strategies and response
plans for risks and issues.
· Adhere to organizational IT and project/change
management standards and best practices to ensure quality and methodology
compliance.
· Work with IT teams to negotiate and deliver
multi-year agreements for warranty, maintenance, and ongoing support of
enterprise technology platforms.
· Ensure the development and delivery of business
cases, where applicable, to seek approval for long-term support and maintenance
contracts with vendors.
· Manage stakeholder interests and expectations
throughout the project lifecycle.
· Ensure project implementation plans do not
negatively impact public-facing or operational services.
· Maintain a high level of fiscal control and
accountability for project budgets.
· Forecast budget changes and communicate planned
versus actual expenditures throughout the project lifecycle.
Must-Have Qualifications
· 10+ years of experience in Project Management
· Working knowledge of industry standards such as
the Project Management Institute (PMI)
· Demonstrated experience with project management
methodologies, including producing documentation, collateral, and artifacts
· 3+ years of experience in organizational and
people change management, with demonstrated leadership of business
transformation initiatives using established theories, methodologies, best
practices, tools, and techniques
Skills and Experience Requirements
Project Management Experience (30%)
· 10+ years of experience in Project Management
· Working knowledge of industry standards such as
PMI
· Demonstrated experience producing project
management documentation, collateral, and artifacts
· Demonstrated IT project management experience
across all phases (concept, definition, planning, implementation, and closeout)
of large- scale, complex IT projects
· Experience managing large project budgets with
strong fiscal control, including estimates, forecasts, and reconciliation of
actuals
· Demonstrated experience gathering and developing
requirements for project charters and integrated project plans
· Proven ability to identify and evaluate project
risks and issues, conduct options analysis, and recommend mitigation strategies
· Experience using project management tools such
as MS Project, Planview/Clarity, or equivalent tools for status reporting
Change Management Experience (30%)
· 3+ years of experience in organizational and
people change management, leading business transformation initiatives
· Experience reviewing, developing, recommending,
and establishing implementation plans across all project phases
· Ability to act as a change agent for
large-scale, multi-year initiatives through data research and change impact
analysis
· Experience facilitating learning and development
programs for portfolio, program, and project practitioners through coaching and
mentoring
Analytical and Communication Skills (40%)
· Demonstrated experience working with large,
cross-functional project teams
· Experience preparing and distributing project
updates and progress reports to stakeholders while managing expectations
related to scope, timeline, and change impacts
· Strong communication skills across diverse
functional areas, engaging both technical and non-technical stakeholders with
appropriate messaging
· Proven ability to manage client and stakeholder
expectations with political acuity
· Strong team player with a consistent record of
meeting deadlines
· Demonstrated ability to resolve resourcing and
interpersonal conflicts and promote knowledge sharing
· Experience leading presentations for senior
management, stakeholders, and project teams
· Ability to work independently and make sound
decisions with minimal supervision
