Reporting to the Senior Vice-President, Funding and Liquidity, the Vice-President, Global Term Funding is primarily responsible for managing CIBC’s access to global term funding in Canadian and international capital markets including the issuance of subordinated debt, senior debt, securitized debt products, and preferred shares (collectively referred to as “term funding”). The incumbent is responsible for the development of debt products, the identification of issuance markets globally, preparing debt issuance strategy, and efficient execution of the term funding plan for CIBC.

What You’ll be Doing

  • Steward and continuously enhance CIBC’s established term funding strategy in Canadian and international capital markets.

  • Maintain and optimize a broad global term funding platform considering diversification by instrument, geography, investor base, and tenor, that provides cost-efficient funding within the constraints of liquidity, balance sheet, credit, and concentration limits.

  • Monitor term funding environment across global capital markets and adjust funding execution plan to provide best execution within CIBC’s funding platform.

  • Evolve and strengthen the established term funding team infrastructure to deepen partnerships with dealers, legal and accounting advisors, and rating agencies, enabling consistently superior execution across global term funding activities.

  • Lead the global term funding investor relations strategy and oversee execution by the global term funding team, including interaction with Investor Relations on joint priorities.

  • Oversee execution of all global term funding transactions.

  • Ensure that the term funding team provides support and information relating to funding markets, funding capacity and funding costs, to strategic business units, to senior management, and as input to the CIBC planning process.

  • Ensure that the global term funding team has the appropriate infrastructure, policies, and procedures to properly execute funding transactions, document and book funding transactions together with related hedging activities, monitor and comply with limits, and work with legal, accounting, and tax advisors to minimize related risks.

  • Keep abreast of developments in qualifying capital instruments and work with industry and regulators to enhance related structures and instrument features.

  • Oversee management of collateral requirements on secured funding transactions and work with CIBC business partners to ensure the collateral pipeline for ongoing maintenance of secured funding programs is appropriate.

  • Oversee management of mortgage portfolio insurance execution, working with the mortgage business unit and risk management to meet funding, liquidity, and capital objectives of CIBC.

  • Represent CIBC on relevant industry forums and associations.

What We’re Looking For

  • Knowledge and experience in dealing in international capital markets, including the participants and procedures, legal, tax and regulatory frameworks and other particular requirements of each market to ensure that CIBC has access to these markets for its financing requirements.

  • Knowledge and experience with the products and structures of debt capital markets and the financial concepts with which to analyze them, as well as a continuing process of upgrading knowledge to stay current with new developments to ensure that CIBC has access to these products and structures as required for its financing requirements.

  • Knowledge and experience with the Bank’s internal accounting and administrative processes and systems in order to properly document, book and maintain financing structures.

  • 10 to 15 years of corporate treasury, capital markets and/or asset & liability management experience in a sophisticated, multidimensional environment at a progressively senior level.

  • Thorough knowledge of market risk concepts with an emphasis on linear interest rate, option, foreign exchange and liquidity components.

  • Proficiency with pricing and valuation of fixed income securities and options.

  • Sound understanding of banking regulatory environment in Canada and US.

  • Thorough knowledge of asset securitization in the retail balance sheet asset context.

  • Exposure to corporate finance and balance sheet management techniques.

  • Established network of contacts within financial/capital markets community.

  • Effective presentation and communication skills, both written and verbal.

  • Sound understanding of the functional complexity of the bank.

  • Ability to assess and distill complex and challenging issues.

  • Strong leadership and interpersonal skills, with proven ability to build trust, influence and collaborate with key partners and stakeholders.

  • Strong analytical and problem solving skills.

  • Developed negotiating skills.

  • Capability to translate technical issues and problems for wider audiences with limited understanding of Treasury.
