Role Overview

The Systems Analyst provides senior technical expertise, project leadership, and coordination across the development, implementation, and maintenance of cost‑effective information and technology solutions. This role works closely with business stakeholders to ensure solutions align with program and service objectives, meet quality standards, and are delivered efficiently across the full systems development lifecycle.


Key Responsibilities

  • Provide senior technical leadership in the analysis, design, architecture, and implementation of systems solutions.
  • Evaluate and recommend solutions that align with project goals, objectives, and architectural standards.
  • Lead requirements analysis and translate business needs into technical specifications.
  • Define short‑ and long‑term project objectives and service delivery requirements.
  • Lead design, development, documentation, testing, integration, and implementation activities.
  • Conduct feasibility studies and cost‑effectiveness analyses; ensure findings are fully documented.
  • Lead technical aspects of projects through all SDLC phases, including planning, scheduling, estimating, monitoring progress, and reporting status.
  • Oversee research and evaluation of technical components for software, hardware, and systems acquisitions.
  • Recommend and guide improvements to tools, standards, techniques, and quality controls.
  • Provide implementation and post‑implementation support as required.
  • Coach and mentor junior analysts throughout the SDLC.

Desirable Skills

  • Experience with rapid application development (RAD) methodologies.
  • Knowledge of middleware and gateway technologies.
  • Strong understanding of information management principles, policies, and practices.
  • Experience developing and maintaining methodology‑compliant documentation.
  • Knowledge of dimensional models, facts, and multidimensional data structures (cubes).
  • Ability to gather, review, and provide feedback on business requirements.

Skills & Experience Requirements

Systems Analysis Experience (60%)

  • 10+ years of systems analysis and design experience in large, complex environments.
  • Expert knowledge of reverse engineering physical data models, ERDs, and metadata reports.
  • Experience across all project phases: analysis, design, development, testing, and implementation.
  • Knowledge of threat and risk assessment processes and preparation of related documentation.
  • Experience preparing architecture and security‑related artifacts.

Business, Testing & Integration Experience (30%)

  • 10+ years of business analysis experience, including JAD sessions, UAT, and requirements gathering.
  • 10+ years of system and integration testing experience.
  • Proven system integration experience with the ability to quickly learn new technologies.
  • Extensive quality assurance experience, including test plans, test cases, and execution of unit, integration, and UAT testing.
  • Strong experience with requirements elicitation techniques such as interviews, workshops, and JAD facilitation.
  • Manual system and integration testing experience.

Public Sector Experience (5%)

  • Knowledge of government I&IT standards and enterprise architecture practices.

Accessibility Experience (5%)

  • Hands‑on experience with accessibility compliance and WCAG 2.0 Level AA principles.
  • Experience with public‑sector quality assurance standards and practices.
