About the team and the role:
This role sits within eBay’s Technical Program Management organization and focuses on orchestrating large, cross-domain initiatives for the Payments & Financial Services Technology that powers our marketplace experience. You will partner closely with Product, Engineering, Business, Design, and Product Marketing across several high‑impact domains, including Seller Payments & Payouts, Seller Capital & Insurance, Monetization, and Merchant Services. Together, these programs move billions of dollars annually for millions of buyers and sellers across 190+ markets.
As a Technical Program Manager, you will sit at the center of complex, high‑stakes efforts—bringing structure to ambiguity, aligning diverse stakeholders, and ensuring predictable execution across global, matrixed teams. You will shape how funds flow safely and efficiently through the eBay ecosystem, while working in a collaborative environment that values bold ideas, continuous improvement, and sustainable work/life balance.
What you will accomplish:
- Lead end‑to‑end delivery of critical, multi‑domain payments and financial services programs—from inception through launch—aligning scope, timelines, and outcomes across Product, Engineering, Business, Design, Marketing, Analytics, and other partners to land initiatives on time and within budget.
- Own annual and quarterly planning across priorities and domains by standardizing intake governance, assessing cross‑functional demand, and building unified, capacity‑aware roadmaps that connect team resources to the highest‑impact payments and financial services goals.
- Drive cross‑functional alignment and execution for strategic initiatives by clarifying dependencies, building work‑back plans, securing commitments from dependency owners, and facilitating trade‑offs and sequencing decisions that enable reliable, scalable delivery.
- Build and maintain clear, executive‑ready program health reporting—including risk registers, tradeoff summaries, and customer‑impact playbooks—and regularly brief senior leadership on status, blockers, and data‑driven recommendations.
- Use metrics and root‑cause analysis to identify systemic risks and process gaps, balancing business needs and technical constraints to keep programs on track while continuously improving operating cadences, reviews, and cross‑team coordination.
- Purposefully employ AI and generative technologies to automate manual program management tasks, mentor TPMs and PMOs on new ways of working, and codify best‑practice operating procedures that elevate execution excellence across the organization.
What you will bring:
- Bachelor’s degree in Computer Science, Engineering, Business, or equivalent practical experience, and approximately 10+ years working across Program, Development/Engineering, Technical, Corporate Operations, and/or Sales/Marketing functions, including significant time in a product and technology environment.
- Proven track record leading large‑scale, cross‑functional technology programs from concept through completion, operating independently in ambiguous environments while managing risk, driving decisions, and delivering high‑quality outcomes.
- Strong technical background that enables you to engage directly with engineering teams, understand system architectures in payments and financial services, assess delivery risk, and clearly translate technical trade‑offs for business and executive partners.
- Practitioner‑level experience using AI and GenAI tools (such as ChatGPT Enterprise, Gemini, Glean, NotebookLM, Claude Code, and custom AI agents) as part of day‑to‑day workflows to accelerate planning, synthesize documentation, automate routine work, and scale program impact.
- Proficiency with Agile methodologies and program tools—including Jira, Airtable, Confluence, and Google Workspace—with the ability to write queries, build dashboards, and create templates; familiarity with analytics platforms such as Tableau, Looker, or Power BI is a plus.
- Demonstrated ability to lead through influence with strong executive presence and communication skills, including delivering steering committee updates, managing escalation frameworks, and aligning VP and C‑suite stakeholders across global, matrixed engineering organizations.
Additional Details
The base pay range for this position is expected in the range below:
C$129,200 - C$172,500Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including RRSP eligibility, various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.
