Public‑Private Partnerships (commonly referred to as PPP or P3) are long‑term infrastructure delivery models where public‑sector entities (such as governments, healthcare authorities, or universities) partner with private companies to design, build, finance, operate, and maintain critical facilities. In Canada, these models are widely used for Healthcare and Government infrastructure, including hospitals, laboratories, government buildings, and campuses, and require strong commercial governance, risk management, and lifecycle‑cost discipline. 

This role supports Honeywell’s Canadian Public‑Private Partnership (PPP / P3) portfolio, with a primary focus on Healthcare and Government facilities

Role Overview 

As a Sr. Procurement Project Specialist supporting Public‑Private Partnership (PPP / P3) infrastructure projects in Canada, you will serve as the single point of contact (SPOC) for all sourcing and procurement‑related activities across Honeywell’s P3 Canada organization

In this role, you will provide autonomous procurement leadership for large, complex, long‑term infrastructure programs, ensuring sourcing strategies align with PPP/P3 contractual obligations, risk‑sharing frameworks, lifecycle cost objectives, and long‑term service commitments. The position requires a high degree of independence, ownership, and the ability to learn, adapt, and operate proactively in a highly regulated and stakeholder‑driven environment. 

Responsibilities

Key Responsibilities 

Single Point of Contact – P3 Canada Procurement 

  • Act as the primary and single point of contact for all sourcing and procurement activities supporting the P3 Canada group
  • Provide clear procurement leadership, guidance, and decision‑making across multiple projects and stakeholders. 
  • Operate with a high level of autonomy, proactively identifying needs, opportunities, and risks without requiring day‑to‑day supervision. 

Project Procurement & Execution 

  • Lead the full procurement lifecycle for PPP / P3 projects, from sourcing strategy and supplier selection through negotiations, contracting, and execution support. 
  • Ensure sourcing and procurement activities fully comply with PPP/P3 contractual structures, project scope, budgets, schedules, and performance requirements. 
  • Support construction, commissioning, and long‑term operations phases typical of Healthcare and Government infrastructure programs

Strategic Sourcing & Value Creation 

  • Develop and implement strategic sourcing strategies aligned with Honeywell’s Canadian PPP/P3 portfolio. 
  • Identify and deliver cost savings, productivity improvements, lifecycle value, and working capital optimization
  • Support execution of the Annual Operating Plan (AOP), Strategic Growth, Productivity, and Working Capital initiatives. 

Supplier Management & Commercial Leadership 

  • Lead supplier negotiations and contract management, ensuring favorable commercial terms while protecting PPP/P3 risk allocation and long‑term service obligations. 
  • Build and maintain strong relationships with key suppliers, subcontractors, and service partners
  • Drive supplier performance management focused on quality, schedule adherence, safety, compliance, and lifecycle reliability

Risk, Compliance & Governance 

  • Identify, assess, and mitigate procurement‑related risks, including supply chain continuity, subcontractor performance, compliance, and commercial exposure
  • Ensure adherence to Canadian regulatory requirements, public‑sector procurement standards, ethical sourcing practices, and sustainability policies. 
  • Support governance, audit, and reporting requirements typical of Healthcare and Government PPP/P3 environments

Stakeholder Collaboration 

  • Partner closely with Project Management, Engineering, Finance, Legal, Operations, and Site Leadership to align sourcing decisions with project agreements and long‑term objectives. 
  • Interface effectively with public‑sector owners, healthcare authorities, government agencies, and private consortium partners

Systems, Data & Budget Management 

  • Utilize SAP and related procurement systems to manage sourcing, supplier data, contracts, and reporting accurately and consistently. 
  • Support procurement budget management, ensuring cost control, transparency, and value delivery. 
  • Track and report procurement performance against cost, schedule, quality, and supplier KPIs
Qualifications

You Must Have 

  • Extensive experience (minimum 5 years) in project procurement and strategic sourcing, ideally within infrastructure, Healthcare, Government, or PPP / P3 environments. 
  • Minimum 5 years’ experience of demonstrated ability to operate as a single point of contact for procurement activities within a complex organization. 
  • Minimum 5 years’ experience of strong negotiation, commercial, and contract management skills. 
  • SAP procurement experience (e.g., vendor management, sourcing, purchasing, contracts, reporting). 
  • Minimum 5 years’ experience of solid financial acumen, including budget management, cost control, and lifecycle cost analysis

  • Bachelor’s degree or higher in Business, Supply Chain Management, Engineering, or a related field
  • Direct experience supporting Public‑Private Partnership (PPP / P3) infrastructure projects, particularly within Healthcare and Government sectors. 
  • Strong analytical and data‑driven mindset with excellent organizational skills. 
  • Ability to influence stakeholders and suppliers without direct authority. 
  • Commitment to continuous learning, professional development, and best‑practice adoption
  • Proven ability to work independently and autonomously, with a strong capacity for self‑learning and problem solving. 

The annual base salary range for this position is $85,200 to $113,600 in Markham, Ontario. Please note that this salary information serves as a general guideline. Honeywell considers various factors when extending an offer, including but not limited to the scope and responsibilities of the position, the candidate's work experience, education and training, key skills, as well as market and business considerations.
