Role Overview

We are seeking a Senior Product Manager to provide strategic product leadership for a large‑scale digital and records modernization initiative. This role will support organization‑wide discovery and assessment activities related to the transition from legacy systems to a modern enterprise document management platform.

The successful candidate will lead product discovery efforts to establish a comprehensive understanding of system requirements, business processes, technical impacts, policy alignment, and implementation considerations. This work will inform a future‑state roadmap that enables a smooth transition, minimizes business disruption, and supports broader digital modernization objectives.


Key Objectives

The discovery and assessment activities will focus on delivering clarity across the following areas:

  • Requirements & Processes: Define requirements and support a Request for Information (RFI) for migrating documents and metadata from a legacy system to a modern enterprise document management solution.
  • IT System Impacts: Assess potential impacts on related IT systems and infrastructure.
  • Policy & Strategy Alignment: Evaluate implications for compliance with records management policies and alignment with digital strategy objectives.
  • Implementation Roadmap: Develop an implementation roadmap that supports a smooth transition, minimizes business disruption, enables related modernization initiatives, and outlines a clear path for decommissioning the legacy system.

Must‑Have Capabilities

  • Lead and manage the product vision, roadmap, and priorities to ensure alignment with business objectives, policy intent, and user needs.
  • Define, refine, and communicate product goals, success metrics, and outcomes across business and IT stakeholders.

Key Responsibilities

Product Leadership and Discovery

  • Lead the development and evaluation of an RFI assessing the feasibility, cost, and effort required to migrate records from a legacy system to a modern document management platform.
  • Provide strategic guidance to integrate vendor findings with business processes and system decommissioning plans.
  • Support analysis of the legacy system inventory from a product and organizational perspective.
  • Provide guidance and support throughout discovery activities to ensure alignment with objectives.
  • Work with stakeholders and project teams to document artifacts related to the modern document management solution within legacy environments.
  • Collaborate with stakeholders to validate priorities, risks, and dependencies.

Product Planning and Execution

  • Own product planning and execution across the full product lifecycle, including:
    • Gathering and prioritizing product and customer requirements.
    • Defining and maintaining a clear product vision.
    • Ensuring alignment with organizational strategy and goals.
  • Develop a deep understanding of user and customer experience to:
    • Identify and address product gaps.
    • Generate ideas that improve outcomes and user experience.
    • Drive adoption and value realization.
  • Create internal and external buy‑in for the product vision.
  • Translate product strategy into detailed requirements and prototypes.
  • Scope and prioritize work based on business value and customer impact.
  • Partner closely with delivery teams to ensure timely delivery and effective use of resources.

Launch, Adoption, and Stakeholder Engagement

  • Support product launch activities, working with communications, leadership, and product stakeholders.
  • Evaluate communication and promotional plans to ensure alignment with product strategy.
  • Act as a product evangelist to build awareness and understanding.
  • Engage with users and stakeholders to gather feedback on products and services.

General Skills and Experience

  • Experience delivering prioritized product features with clear justification.
  • Experience working with external vendors or third parties to assess partnerships or solutions.
  • Experience running pilot or beta programs and developing competitive awareness.
  • Strong collaboration skills with a proven ability to manage competing priorities and meet deadlines.
  • Demonstrated client and stakeholder relationship management experience.
  • A strong team player with excellent communication skills.

40% – Product Strategy, Vision, and Backlog Ownership

  • Lead and manage the product vision, roadmap, and priorities.
  • Define and communicate product goals, success metrics, and outcomes.
  • Own and prioritize the product backlog to maximize business value.
  • Translate business needs, policy requirements, and stakeholder input into epics, features, and user stories.
  • Act as the primary decision‑maker on scope, trade‑offs, and prioritization.

30% – Agile Product Management and Delivery

  • Experience working in Agile delivery environments.
  • Participate in or lead Agile ceremonies, including sprint planning, backlog refinement, reviews, and retrospectives.
  • Provide ongoing clarification of priorities and requirements to delivery teams.
  • Review and accept completed work to ensure alignment with product goals and acceptance criteria.
  • Monitor delivery progress, manage dependencies, and proactively address risks.

20% – Public Sector and Business Domain Experience

  • Experience working in public sector environments with governance, compliance, and accountability requirements.
  • Knowledge of business processes related to regulatory, compliance, inspection, enforcement, and legal activities.
  • Experience collaborating with policy, program, operational, and IT teams.
  • Ability to use data and operational insights to inform product decisions and continuous improvement.

10% – Tools, Metrics, and Documentation

  • Experience using product and backlog management tools (e.g., Azure DevOps or equivalent).
  • Ability to define, track, and report on product performance metrics and KPIs.
  • Experience producing clear product documentation, decision records, and stakeholder communications.
