The Senior Compliance Officer will support the Governance, Risk, and Compliance Enablement (GRCE) project within the Compliance Program Management team. This role focuses on ensuring system requirements are accurately defined, tested, and implemented while maintaining compliance standards and driving operational excellence.
Assists in the implementation, maintenance and administration of a specific compliance program. Coordinates and performs risk assessment, monitoring, testing and surveillance activities to ensure program remains current and aligned with BMO Compliance Program. Works with business/group and internal partners to ensure regulatory, corporate and fiduciary obligations are met. Advises business/group on implications of new regulatory developments or internal products, and assists to implement new/revised policies and programs to address them. Identifies risks and implements appropriate actions to mitigate them. Develops and maintains compliance information for analysis and reporting. Achieves compliance goals by maintaining current knowledge of regulatory requirements and developments. Maintains functional and regulatory expertise specific to business group, and refers to Compliance Policies & Procedures manuals for requirements. Contributes to business/group results by providing oversight and making recommendations that significantly impact the Bank’s ability to monitor regulatory compliance programs, minimize operational risk and align with regulatory agencies.
Key Responsibilities:
Requirements Management:
Develop and document system requirements related to compliance processes such as key fields, user stories and testing scripts.
Review requirements for accuracy, completeness, and alignment with business needs.
Testing & Quality Assurance:
Perform User Acceptance Testing (UAT) and production testing for GRCE functionality.
Identify, raise, and retest defects; track resolution progress.
Raise enhancement requests and validate implementation.
Risk & Issue Management:
Track project progress and report on risks, including delays in deliverables.
Escalate key risks and issues to leadership promptly.
Stakeholder Collaboration:
Work closely with stakeholders to develop best practices and ensure smooth implementation.
Attend meetings related to design, testing, and change management communications.
Continuous Improvement:
Recommend process improvements and contribute to compliance methodology enhancements.
Additional Responsibilities:
Provide advice and guidance on implementing solutions aligned to regulatory risk appetite, considering business operations and stakeholder needs.
Consult on new products, services, and systems to incorporate compliance requirements.
Influence and implement effective regulatory compliance controls that enable business objectives.
Identify emerging issues and trends to inform decision-making and provide input on regulatory developments.
Build strong relationships with internal/external stakeholders and maintain trust with regulators.
Analyze and report compliance data to gain insights on regulatory risk and inform management decisions.
Oversee development and maintenance of compliance guidelines and procedures; provide rulings as needed.
Participate in design, implementation, and management of core business processes.
Conduct and challenge risk assessments; recommend and validate compliance controls.
Perform and challenge monitoring/testing activities to ensure controls operate effectively and meet regulatory requirements.
Support root cause analysis for material control failures and oversee remediation plans.
Elevate high-profile issues to Compliance and business leadership for prompt resolution.
Advise first line of defense on compliance matters and assist in communicating regulatory policy changes.
Identify training needs and help develop programs based on monitoring/testing gaps.
Recommend enhancements to compliance tools and processes; communicate improvements to stakeholders.
Represent Compliance during internal, external, and regulatory audits/examinations.
Provide regulatory perspective on business group’s sales and marketing materials.
Anticipate and analyze risks from compliance gaps; recommend appropriate controls.
Communicate roles and importance of the three lines of defense and proactively identify regulatory risk.
Maintain expertise in applicable regulations, directives, and guidance.
Operate effectively in a high-stress environment with changing expectations and regulatory scrutiny.
Handle sensitive Bank, customer, and employee information in compliance with regulatory requirements.
Provide specialized consulting, analytical, and technical support; exercise judgment to solve problems within established rules.
Work independently and manage non-routine situations; broader accountabilities may be assigned as needed.
Qualifications:
Typically minimum of 6 years of relevant experience and post-secondary degree in related field of study or an equivalent combination of education and experience.
Strong understanding of compliance frameworks and system testing methodologies and attention to detail when reviewing requirements and testing results to identify areas of risk or misalignment.
Excellent communication and stakeholder management skills including critical thinking and project management skills.
Experience with Archer solution or other GRC solutions
Tech savvy – willing to learn system and become a super user for the enterprise
Excel proficient – able to analyze data pre and post deployments to identify issues and report areas to be fixed
Proficiency in defect tracking and resolution and UAT processes such as writing test scripts, perform testing
Skilled knowledge of regulatory/ compliance requirements and the operations of a single client group.

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
