Leads large, complex, enterprise-wide digital Discovery initiatives from inception through close-out. Manages scope, budget, schedule, risks, issues, resources, governance, financials, vendors, stakeholders, and executive reporting. Facilitates consultations, consensus building, service design, business planning, procurement, change management, and transition to operations. Ensures delivery follows organizational methodologies, Agile practices, digital standards, and public-sector governance requirements.
Responsibilities:
- Provide project management leadership and expertise of large
scale, highly complex, high profile, multi-jurisdictional and enterprise-wide
Discovery initiative following Ontario Digital Standard.
- Ensure the project is delivered cost effectively and
efficiently, and in compliance with organization’s methodologies, digital
standards and governance frameworks.
- Provide strong project management including scope, budget
and schedule management. Manage project IRAD (Issues, Risk, Actions,
Decisions). Manage project governance committees (steering, gating,
checkpoints); project financials; resources; stakeholders; project reporting
and escalation.
- Lead stakeholder consultations, facilitation and consensus
building. Build positive relationship with the the divisional
stakeholders and subject matter experts, project team and external parties
and provide strategies and actions to overcome resistance to change, while
capitalizing on forces in support of change.
- Manage interdependencies and resolving complex issues across
multiple project streams.
- Provide strategic direction and advice, and operational
support to project teams and stakeholders. Provide analysis,
strategic recommendations and advice to reporting Management
on various options brought forward by vendor and IT partners.
- Coordinate and complete Digital First Assessment (DFA)
for the Discovery phase.

- Demonstrated
experience leading and overseeing Discovery project from inception through
to project close-out, coordination of Digital First Assessment
(DFA) and any required transition to operations, business planning,
benefits identification and organization funding requests for I&IT
projects.
