We are looking to add a Project Quality Lead to work on one of our important building projects in North York, Ontario.
The Project Quality Lead is the senior authority for quality management on a major building project in
North York. This role oversees the planning, implementation, and continuous
improvement of the project’s Quality Management System (QMS), ensuring
full compliance with contractual, regulatory, federal, and ISO 9001
requirements.
The Project Quality Lead acts as
the primary technical resource for quality matters, provides leadership to the
quality team-including the Senior Project Quality Coordinator-and collaborates
closely with construction, engineering, HSE, and client stakeholders. This role
requires strong strategic thinking, field presence, and the ability to
influence project outcomes through rigorous quality oversight.
Responsibilities
Quality Management System
- Deploy, maintain, and continuously improve the
project’s ISO 9001-aligned QMS.
- Develop and manage the Project Quality Plan, Quality
Manual, procedures, work instructions, and forms.
- Integrate contractual, technical, regulatory, and
federal compliance requirements into project execution.
Quality Assurance & Quality Control (QA/QC) Oversight
- Plan, coordinate, and supervise all QA/QC activities
on-site and at fabrication facilities.
- Create, review and approve Inspection & Test
Plans (ITPs) for structural, civil, architectural, and specialized works.
- Verify conformity of materials, equipment, and
construction methods with project specifications and federal standards.
- Oversee material and field-testing programs
(concrete, soils, piles, welding, bolting, etc.).
Audits, Inspections & Compliance
- Lead internal quality audits and field inspections.
- Manage nonconformities, deviations, root-cause
analysis, and corrective/preventive actions.
- Participate in external audits conducted by clients,
certifying bodies, and federal authorities.
- Ensure full traceability and archiving of quality
documentation.
Stakeholder Collaboration & Client Interface
- Serve as the project’s primary technical resource for
quality matters.
- Coordinate with Construction, Engineering, HSE,
Environment, authorities having jurisdiction, and third-party inspectors.
- Review and approve supplier and subcontractor Quality
Plans, ITPs, and quality records to ensure alignment with project,
regulatory, and ISO requirements.
- Provide oversight, direction, and performance
monitoring to ensure Supplier’s or Sub-contractor’s QA/QC programs are
effectively implemented.
- Manage client satisfaction processes, structured
feedback, and complaint resolution.
Team Leadership & Training Support
- Provide guidance, mentorship, and direction to the
quality team, including the Senior Project Quality Coordinator.
- Train project personnel on quality requirements,
procedures, and compliance expectations.
- Prepare and deliver periodic quality reports to
senior management and federal clients.
Continuous Improvement & Performance Monitoring
- Identify opportunities to improve quality processes
and work methods.
- Analyze quality KPIs and recommend improvement plans.
- Capture lessons learned and support organizational
knowledge development.
- Lead quality close-out activities, ensuring complete
and traceable turnover documentation.
Requirements
- Bachelor’s degree in Civil Engineering, Construction
Management, Architecture, or related discipline.
- ISO 9001 Lead Auditor certification (formal training
required).
- Prefer designation: P. Eng (PEO), Architect (OAA), or
equivalent OACETT/AATO registration.
- 8-12 years of experience in civil engineering or
building construction, including substantial QA/QC experience on major
infrastructure projects.
- Strong knowledge of CSA, ASTM, ACI, ISO standards.
- Ability to interpret engineering drawings,
specifications, and technical documents.
- Field experience on complex construction sites.
- Valid Government of Canada security clearance or eligibility to obtain one, in accordance with project security requirements.

In accordance with applicable pay transparency legislation, EBC Inc. has included the expected salary range for this role, which is $95,000-$145,000 . Compensation within the range is determined based on relevant experience, qualifications, localization, and internal equity. Base salary is one component of EBC’s comprehensive total rewards offering, which may include performance-based incentives, extended health and wellness benefits, retirement savings programs, and career development opportunities.
