About the role

We are seeking a highly skilled and motivated Manager, Cybersecurity Governance and Compliance to join our cybersecurity team. Reporting to the Director of Governance, Risk and Compliance, this role will lead the transformation of IFC’s traditional Governance, Risk and Compliance (GRC) capabilities into a threat intel driven, governance, compliance and risk advisory function.

With your strong technical understanding, leadership skills, and innovative mindset, you will help shape the future of IFC’s cybersecurity practices, strengthen collaboration across Technology and Cyber teams, and lead the team through a transformation of its mandate, organization, capabilities, and ways of working.

What you'll do here:

  • Lead and manage a team of cybersecurity professionals responsible for technical risk advisory, security practices, governance, control effectiveness, and security issue management.
  • Lead the transformation of the team from a traditional GRC function into a technically oriented security risk advisory practice; including an uplift of the security standards, policies and guidelines.
  • Define and implement the team’s future operating model, including its roles, responsibilities, processes, engagement model, and interaction with security and technology teams.
  • Lead the evaluation and challenge of cybersecurity remediation by assessing risks and findings from threat profiling, red-team exercises, audits, incidents, and other assurance activities; validating that proposed solutions and timelines appropriately address risk; and strengthening mechanisms to track, report, escalate, and confirm timely closure.
  • Develop and maintain practical cybersecurity governance processes that enable sound risk-based decision-making while avoiding unnecessary administrative or compliance-driven activities.
  • Provide advice and constructive challenge in support of the security function on financial compliance requirements, with strong familiarity with frameworks such as NI 52-109 and SOX.
  • Drive continuous improvement of IFC’s security controls and practices by identifying systemic weaknesses, recurring issues, and opportunities to improve design, implementation, and operational effectiveness.
  • Coordinate maturity assessments, independent assurance activities, and other security reviews, ensuring that findings are translated into actionable and measurable improvements.
  • Maintain appropriate alignment with applicable regulatory requirements, internal policies, risk-management expectations, and industry practices, while keeping the team’s primary focus on effective cybersecurity risk reduction; respond to regulatory and third-party information requests and audits.
  • Prepare and present meaningful metrics, insights and reports to senior management, highlighting significant risks, remediation progress, risk acceptance decisions, recurring themes, and areas requiring management attention.
  • Lead the evolution of the team’s capabilities by identifying required technical skills, hiring new employees, planning training and development for existing employees, and supporting the reassignment of employees whose skills are not aligned with the future operating model.
  • Introduce innovative approaches, tools, and technologies to improve the efficiency, quality, and impact of technical risk advisory and security-practice activities.
  • Ensure the team has the expertise, resources, processes, and stakeholder relationships required to support the Technology and Cyber mission.

What you bring to the table:

  • Bachelor’s degree in computer science, information technology, cybersecurity, or any combination of equivalent education and experience.
  • Minimum of ten (10) years of experience in information technology or cybersecurity, including at least three (3) years managing technical or cybersecurity teams.
  • Strong knowledge of cybersecurity principles, security architecture, vulnerability management, application and infrastructure security, cloud security, threat and risk assessment, and security-control effectiveness.
  • Demonstrated experience evaluating cybersecurity findings and advising on appropriate remediation strategies, accountable owners, compensating controls, risk acceptance, and remediation timelines.
  • Experience working with findings from red team exercises, vulnerability assessments, audits, security incidents, or other technical assurance activities.
  • Experience validating whether proposed technical solutions effectively address identified security risks.
  • Experience leading organizational, operational, or capability transformations within cybersecurity, Technology, or risk-management functions.
  • Experience building or evolving a cybersecurity risk advisory, security governance, security assurance, or technical risk-management practice.
  • Experience developing team operating models, defining roles and responsibilities, hiring talent, and building technical capabilities through training and employee development.
  • Knowledge of cybersecurity governance and risk frameworks and standards such as NIST CSF, NIST SP 800-53, ISO/IEC 27001, CIS Controls, or equivalent frameworks.
  • Working knowledge of regulatory and control frameworks such as OSFI B-13, OSC 52-109, and SOX.
  • Strong ability to communicate complex technical risks and security concepts clearly to technical teams, business stakeholders, and senior management.
  • Initiative, creativity, and autonomy: you proactively seek resources and information, make informed decisions, challenge ineffective practices, manage expectations, and drive continuous improvement.
  • Strong collaboration, influencing, facilitation, and relationship-management skills, with the ability to create alignment across multiple Technology, Cyber, and business teams.
  • Strong ethical principles and a sound understanding of business, technology, and information-security ethics.
  • One or more of the following certifications would be considered an asset: CISSP, CISM, CRISC, CISA, CCSP, SABSA, GIAC certifications, or other relevant technical cybersecurity certifications.
  • For candidates located in Quebec, bilingualism is required due to the need to interact regularly with English-speaking colleagues across the country.
  • No Canadian work experience required; however, candidates must be eligible to work in Canada.
