Position Overview


The Lead Dynamics 365 CRM Developer will design, develop, test, deploy, and maintain Microsoft Dynamics 365 CRM solutions supporting citizen-facing services, internal case management, authorized representatives, document and evidence management, reporting, and integrations with enterprise systems.


The resource will provide senior technical leadership for the development of Dynamics 365 CRM functionality and integrations while ensuring solutions remain secure, scalable, accessible, supportable, and aligned with Government of Canada standards and established enterprise architecture. The resource will work closely with business teams, architects, analysts, administrators, and external partners to support the ongoing evolution of an established production platform.


** Mandatory- Security Clearance: Candidates should have a valid Government of Canada Reliability Status (Reliability Security Clearance).


Key Responsibilities

  1. Design, develop, configure, and maintain Dynamics 365 CRM solutions supporting citizen and internal business processes.
  2. Develop custom Dynamics 365 CRM components using supported development frameworks, plugins, workflows, business rules, JavaScript, C#, .NET, and APIs.
  3. Configure and extend Dynamics 365 Customer Service and Public Sector Solutions functionality to support program requirements.
  4. Develop and maintain functionality supporting claim intake, applicant onboarding, authorized representatives, case management, reassessment, appeals, correspondence, and reporting.
  5. Design and implement integrations between Dynamics 365 CRM, Azure services, identity providers, document repositories, enterprise applications, and approved third-party services.
  6. Develop secure document handling functionality supporting upload, validation, malware-scanning workflows, metadata management, storage, retrieval, and access controls.
  7. Develop responsive, accessible, bilingual user interfaces that comply with WCAG 2.1 AA requirements and Government of Canada accessibility standards.
  8. Develop and maintain CRM data models, business processes, workflows, notifications, and automation capabilities.
  9. Implement logging, monitoring, auditability, exception handling, diagnostics, and operational support capabilities.
  10. Apply secure coding practices and implement CRM security controls, role-based access, field-level security, auditing, sharing, encryption, and permission management.
  11. Perform code reviews, peer mentoring, technical leadership, and guidance for other development resources.
  12. Develop and maintain automated testing, unit testing, integration testing, deployment packages, and release documentation.
  13. Participate in design reviews, architecture reviews, release planning, deployments, production support, hypercare, troubleshooting, and root-cause analysis activities.
  14. Maintain technical specifications, architecture-aligned designs, deployment procedures, support documentation, and knowledge-transfer materials.


Mandatory Qualifications


Minimum 7 years of Dynamics 365 CRM development experience.

Minimum 3 years of experience leading development activities on large enterprise CRM implementations.

Experience delivering at least three enterprise Dynamics 365 CRM implementations, modernization initiatives, or major releases.

Experience developing accessible and bilingual digital services compliant with WCAG 2.1 AA standards.

Experience using Git, Azure DevOps, source control, release management, CI/CD pipelines, and automated deployments.

Experience supporting production environments, troubleshooting incidents, resolving defects, and implementing enhancements.

Experience working within Agile delivery teams and multi-vendor environments.

Experience working within federal, provincial, territorial, or other large public-sector organizations.


Mandatory Certifications and Preferred Qualifications

  1. Microsoft Certified: Power Platform Developer Associate (PL-400)
  2. Microsoft Certified: Dynamics 365 Customer Service Functional Consultant Associate (or equivalent Dynamics 365 certification)
  3. Experience with Dynamics 365 Public Sector Solutions.
  4. Experience with Government of Canada case-management, grants, benefits, or citizen-service platforms.
  5. Experience integrating Dynamics 365 CRM with Azure services, enterprise document repositories, Microsoft Fabric, analytics platforms, or enterprise reporting solutions.
  6. Experience supporting security assessments, privacy reviews, accessibility reviews, and Authority to Operate activities.
  7. Experience mentoring development teams and acting as a technical lead.
