SUMMARY OF DUTIES

Reporting to the Senior Project Manager (Infrastructure Programming – Ravines & Waterways), the Project Manager will be responsible for management and administration of capital rehabilitation projects including directing consultants and guiding technical staff. These projects will involve reconstruction of open waterway corridors to improve hydraulic performance, provide erosion protection and establish long term stability of ravine slopes. This work will also include rehabilitation of co-located infrastructure such as stormwater facility outfalls, road embankments, sewer crossings and retaining walls. The Project Manager may also be called upon to manage other above ground and/or subsurface infrastructure projects from time to time.

Accountable for ensuring that all assigned work is delivered in a manner that conforms to the plans, specifications, codes, legislative requirements and the City’s standards and policies through the effective and efficient use of staff and financial resources.

GENERAL DUTIES

The Project Manager is accountable to the Senior Project Manager and ensures that large scale capital construction projects are delivered in accordance with City and Provincial standards with minimal disruption to the public in an effective, efficient manner consistent with the City of Hamilton Mission and Vision.

Delivers construction management to ensure balanced service/price/quality are in compliance with legislative requirements and consistent with the City of Hamilton Mission and Vision.

Ensure projects are constructed in compliance with City, Provincial and Federal regulations or guidelines.

Responsible for development of project documents such as Project Charter, Terms of Reference, co-ordination of activity on design and construction projects including but not limited to utility work and coordination of outside agencies as required to complete capital construction projects.

Maintains control and monitoring of projects to ensure they are completed within the required construction schedule, within the approved budget and spending authority including recommending any required budget adjustments to the Senior Project Manager, Infrastructure Renewal.

Responsible for the performance of contractors on capital construction projects including implementing a contractor’s performance appraisal system and associated project contract reviews.

Provides construction management services and technical assistance to Construction Section staff or other corporate staff that require construction or project management assistance or services.

Using a "best practices" approach, develop and deliver quality services in a timely and cost-effective manner. Instils a customer service focus and provide technical directions to construction and consultant staff.

Implement strategies to improve effectiveness and efficiency. Set above average standards and lead by example. Recommend and implement procedures and maintain public relations.

Performs other duties as assigned which are directly related to the responsibilities of the position.

 QUALIFICATIONS

1. Extensive progressive work experience (preference for a minimum of ten years) and proven knowledge of civil engineering, construction theories and practices normally acquired by obtaining a degree in civil engineering or by attaining an advanced diploma in an accredited course in Civil Engineering Technology, or equivalent education and work-related experience.
2.  Must have demonstrated knowledge of drainage and stormwater management including; the methods/tools used to evaluate hydraulic performance of open channels as well as, a sound understanding of the hydrologic and other parameters (geotechnical, etc.) required to inform design of waterways and related storm infrastructure (i.e. sewers, outfalls, culverts), erosion control and embankment stabilization.
3.  Must have general knowledge of multi-disciplinary requirements relevant to watercourse rehabilitation projects (i.e. fluvial geomorphology, aquatic habitat, etc.). Awareness of current watercourse channel rehabilitation methods, construction practices and regulatory approval/permitting requirements is also expected.
4.  Proven knowledge and experience with project and asset management practices and ability to manage lrge contracts and projects, including developing multi-discipline design scope implementing work plans, project budgets, assessing consultant reports and contractor submissions (i.e. change orders, payment certificates, etc.).
5.  Possess a demonstrated record of leadership, technical competence and customer focus.
6.  Must have excellent analytical and organizational skills with exceptional attention to detail.
7. Must have effective communication, presentation, and facilitation skills to guide meetings/discussions with a multi-disciplinary group i in a predominantly unionized
8. Strong interpersonal skills ability to communicate effectively, both orally and in written form.
9.  Ability to deal effectively with elected officials, representatives of other levels of government, management, peers, staff and the general public. Must have firm willingness to represent the City in contacts with governmental agencies, community groups, businesses, regulatory organizations, contractors and the general public.
10.  Previous experience interpreting contract drawings and specifications and demonstrated ability to create and maintain transparent and defendable records, logs and technical reports. Proven knowledge of the principles of public contracts including QA/QC methods for materials as well as control of contract variances and approval of work changes.
11.  Thorough knowledge and understanding of statutes, regulations and by-laws affecting the department/section.
12.  Must be able and willing to walk long distances, stand for long periods of time, climb to heights and work outdoors in varying temperatures and weather conditions. Must have proven knowledge of the safety requirements when working around high noise levels, road hazards, vibratory operations, confined workspaces, chemical/mechanical/electrical hazards, including various types of dusts and fumes.
13.  Must have a comprehensive understanding of the occupational hazards and safety practices related to the construction industry.
14.  Working knowledge of relevant computer software applications, including proficiency using Microsoft Office software.
15.  Experience with stormwater management/hydrotechnical modelling software is considered an asset.
16.  Must possess and maintain a Class "G" Driver's Licence in the Province of Ontario and provision of a personal vehicle for use on the job. 
    

THIS POSITION REQUIRES A VALID CLASS “G” DRIVER’S LICENCE AND PROOF THEREOF IS REQUIRED AFTER HIRE.

SALARY:

Salary Grade 6

HOURS:

35 per week
