Position: IT Project Manager

Role Overview

We are seeking a IT Project Manager to lead large-scale, complex, high-profile, and high-risk information technology initiatives. The successful candidate will be responsible for managing project delivery, stakeholder engagement, budget oversight, risk management, and ensuring successful outcomes through established project management methodologies and best practices.

Key Responsibilities

Project Leadership

• Provide project management leadership for large, complex technology initiatives.
  
• Ensure project deliverables meet business requirements within approved timelines, scope, and budget.
  
• Promote cost-effectiveness, operational efficiencies, and adherence to project management standards and frameworks.
  
• Lead organizational development, strategy development, business planning, and funding request activities.
  
• Gather and develop requirements to create and maintain detailed project schedules and integrated project plans.
  

Project Planning & Delivery

• Develop and manage project schedules, deliverables, scope, and budgets.
  
• Monitor, forecast, and report project costs and financial performance.
  
• Coordinate and monitor project processes and establish project guidelines and procedures.
  
• Produce project planning and coordination documentation including:
  
• Business Cases
  
• Project Charters
  
• Integrated Project Plans
  
• Migration Plans
  
• Schedules
  
• Project Kick-Off Materials
  
• Roadmaps
  
• Release Management Documentation
  
• Support project delivery throughout Agile and Waterfall SDLC methodologies.
  

Resource & Stakeholder Management

• Source, select, and onboard project team members across multiple disciplines.
  
• Define roles, responsibilities, deliverables, and performance expectations.
  
• Resolve resourcing issues and interpersonal conflicts.
  
• Facilitate knowledge sharing among project team members.
  
• Build and maintain relationships with business and technical stakeholders.
  
• Deliver executive-level reporting and presentations.
  
• Establish and participate in steering committee and stakeholder forums.
  

Risk, Change & Governance

• Identify project risks and issues proactively and develop mitigation strategies.
  
• Escalate and communicate risks to senior leadership and executive stakeholders.
  
• Support change management activities and adoption initiatives.
  
• Coordinate Threat Risk Assessments (TRA) and Privacy Impact Assessments (PIA) and address resulting recommendations.
  
• Promote project management best practices and technology governance standards.
  

Technical Leadership

• Coordinate and plan modernization initiatives involving large, complex multi-platform and multi-tier technology environments.
  
• Facilitate resolution of business and technology issues.
  
• Lead JAD sessions and project meetings.
  
• Interpret business needs and translate them into technical requirements.
  
• Support requirements management, quality assurance, and change management processes.
  
• Document business, technical, and system processes and requirements.
  

Required Qualifications

Technical Skills

• Demonstrated experience coordinating and planning modernization of large, complex multi-platform and multi-tier information technology systems.
  
• Experience documenting technical problems and developing cost-effective solution plans.
  
• Proven experience resolving business and technology issues using modern technologies.
  
• Experience facilitating JAD sessions and leading project workshops.
  
• Experience with:
  
• Microsoft Azure DevOps
  
• Microsoft Project
  
• Planview
  
• Prototyping methodologies
  
• Strong knowledge of Agile and Waterfall delivery methodologies.
  
• Experience with:

• Experience introducing project management templates and SharePoint-based project management sites.
  

Project Management & Delivery

• Experience leading planning, communication, coaching, and execution activities related to technology-enabled transformation initiatives.
  
• Experience shaping and delivering technology transformation programs.
  
• Experience leading multiple project teams concurrently.
  
• Experience with executive stakeholder management and status reporting.
  
• Experience tracking project finances, burn rates, and resource allocation.
  
• Experience supporting business users across complex, highly integrated environments.
  

Communication Skills

• Excellent written and verbal communication skills.
  
• Strong consensus-building and issue-resolution capabilities.
  
• Ability to drive business process improvements and introduce standards.
  

Desirable Qualifications

• Knowledge of PMBOK principles and project management best practices.
  
• Knowledge of Information Management principles, policies, and practices.
  
• Knowledge of AODA regulations and compliance requirements.
  
• Experience with software, hardware, and technology resource acquisition recommendations.
  
• Experience managing client relationships and stakeholder expectations.
  
• Ability to identify and resolve conflicts across project and functional teams.
  
• Awareness of emerging technology trends and project delivery methodologies.
  

Public Sector Experience

• Previous experience within a public sector organization of similar size and complexity.
  

Must Have

• Demonstrated experience coordinating and planning modernization of large, complex multi-platform and multi-tier information technology systems.
  
• Experience producing project planning and coordination documentation throughout the SDLC (Agile and Waterfall).
  
• Experience with business stakeholder management and executive-level status reporting.
  

Nice to Have

• Experience with Planview.
