The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, and enforcement activities. The OSC also contributes to national and global securities regulation development.

The Finance and Administration Division exercises leadership through its strategic allocation of financial resources and managing of financial risks proactively to meet OSC regulatory responsibilities. The division process financial management and analysis, budgeting and forecasting, treasury, procurement and contract management services. In addition, the division is responsible for Administration, providing workplace design and facilities management services.
The Corporate Accountant is an integral part of the Finance and Administration Division reporting to the Head of Financial Reporting & Controls. The position also has some financial processing responsibilities and is involved in financial reporting, system improvements and year end support. We are committed to looking at processes differently with an aim of continuous improvement.
This opportunity is considered to be a business critical role supporting the Strategic Planning, Reporting & Execution department.
Key Duties and Responsibilities
Financial information system (FIS)
- Support process mapping of financial processes
- Develop and implement toolsets and reports to support business needs.
- Operate as a sign off accountant for all system development impacting financials and cash of the OSC, as delegated by the Head of Financial Reporting & Controls
- Updating existing or creating new integration methods to automate data capture in the FIS
- Support and lead on Workday Finance enhancements, as required.
Financial Processing
- Provide guidance and support to AR and AP staff.
- Provide effective financial processing services for the Finance Department of the OSC, including:
- Reviewing and approving AR batches
- Reviewing and approving SEARCH invoices
- Provide accurate and timely information to programs as required.
- Prepare and update documentation for duties and tasks as required.
Financial Reporting
- Support the month end closing procedures
- Prepare journal entries
- Perform variance analysis and explain results to senior leadership
- Prepare the preliminary financial reports
- Respond to queries from staff
- Prepare the draft analysis and reports distributed to the Board, for the Head of Financial Reporting & Control and AVP, Finance’s review
Year-end Support
- Prepare monthly account reconciliations
- Liaise with staff from the Auditor General’s office
- Respond to questions in a timely manner
- Provide supporting information for period end adjustments and estimates
Lead project teams on cross OSC business opportunities/improvements
- Lead project teams internal/external to the OSC, as delegated by the Head of Financial Reporting & Controls
- Work to develop and implement business systems and tools required
- Develop training materials and support the delivery of training sessions to OSC staff
- Act as a sign off accountant for these changes to cross-branch systems and tools
- Provides expert opinion to the Head of Financial Reporting and Controls and AVP, Finance on financial matters related to cross OSC projects
Improving efficiency
- Identify and drive business improvement opportunities within the OSC/finance
- Operate technology/shared services that increase operating efficiency.
Qualifications
- Undergraduate degree in business, finance or accounting
- CPA designation
- 7 to 8 years direct experience in an accounting, auditing or finance role with demonstrated experience dealing with finance systems developments and implementations. Proficiency with Financial Information Systems, MS office and other software such as SAAS applications for expense management.
- Experience with Workday preferred.
- Solid understanding of taxation – payroll and commodity taxes
- Strong project management skills
- Well-developed influence and negotiating skills to ensure compliance with the delivery against plans and targets
- Superior organization skills – orderliness is critical to performance of this function
- Strong analytical, problem-solving, attention to detail and decision-making skills to evaluate alternatives independently and provide recommendations on business issues
