Supports the City’s project management framework, methodologies, tools, and policies across departments. Develops project charters, schedules, risk registers, business cases, status reports, and related documentation. Provides project management training, coaching, and guidance; supports audits, benchmarking, continuous improvement, and best-practice research. Uses Planisware Orchestra and related systems for project tracking and reporting, prepares reports for staff and Council, and collaborates with internal departments and external stakeholders.

Provides corporate and commercial legal advice to City Council and departments. Drafts, reviews, and negotiates contracts involving procurement, construction, infrastructure, IT, and other transactions. Advises on partnerships, disputes, legislation, and municipal operations; supports mediations, arbitrations, litigation, contract lifecycle management, legal research, reporting, and department training. Leads negotiations, projects, and multidisciplinary initiatives while managing stakeholders, deadlines, and competing priorities.

Leads municipal policy, intergovernmental relations, advocacy, grants, Indigenous relations, and strategic initiatives. Advises the CAO, executive leadership, Mayor, and Council; monitors legislation and government developments; develops policy positions, briefing materials, agreements, and communications strategies; builds relationships with government, Indigenous, municipal, and community partners; and manages and coaches an advisory support team.
