Develops and writes responses to RFPs, collaborates with subject matter experts, reviews proposals for compliance and messaging, manages proposal content and formatting, and creates transition documentation. The role supports project management activities and may require evening or weekend work during peak RFP periods.

Manages pre-proposal strategy and planning activities through handoff to RFP teams. Develops capture plans, strategy maps, competitive assessments, risk logs, executive briefings, program catalogs, white papers, and FAQs. Coordinates workgroups, tracks project actions and risks, analyzes health plan and competitor information, supports knowledge transfer, and drives process improvements. Collaborates with health plans, business development, leadership, and cross-functional stakeholders to produce recommendations and high-quality proposal preparation materials.

Designs, develops, validates, implements, and supports complex data, reporting, database, application, and automation solutions. Performs business and technical analysis, creates SQL and ETL solutions, develops reports and APIs, validates claims and audit data, resolves production issues, and ensures regulatory and control compliance. Leads technical initiatives, manages project risks and milestones, supports system testing and deployment, and guides other analysts.
