Supports public health data extraction, management, quality assurance, cleaning, validation, harmonization, documentation, and statistical analysis. Develops analytic datasets and performs qualitative, quantitative, and mixed-methods evaluations of program implementation and outcomes. Prepares technical memoranda, reports, tables, figures, and presentations, and communicates findings to program stakeholders. Requires knowledge of public health research, evaluation methods, government procedures, CDC administrative systems, and Microsoft Office.

Plan and execute manual and automated testing for Health IT and interoperability solutions. Develop test strategies, integrate automated tests into CI/CD, validate data exchange (HL7, FHIR, C-CDA, IHE), test cloud/Azure-hosted apps, and ensure accessibility, security, privacy, and federal compliance while collaborating with developers and stakeholders throughout the SDLC.

Provides technical policy expertise for CMS Coordination of Benefits and Medicare Secondary Payer recovery operations. Reviews and implements policy updates, procedures, letters, and regulatory changes; advises internal teams and CMS stakeholders; supports compliance, training, audits, and process improvements. Requires extensive MSP Recovery experience, knowledge of Medicare regulations and systems, strong analytical and communication skills, and the ability to manage sensitive information and multiple priorities.
