Senior Technical Product Manager, Billing & Payments

Reuters is seeking a highly-skilled Technical Product Manager, Billing & Payments to join our Commercial Platforms team as we modernize our monetization stack and scale self-service commerce across a global news and media business.

Commercial Platforms is evolving from a delivery function into a Product-led organization that builds scalable, reusable, compliant monetization capabilities for multiple business units. Each business unit retains ownership of its commercial strategy and KPIs, while Business Operations is the primary operational owner of global billing execution, billing compliance, and taxation—and is a core partner in shaping requirements and validating outcomes.

In this role you will help deliver a consistent, compliant, and scalable quote-to-cash capability across B2C, B2B, and SaaS product offerings, supporting both Subscriptions and Transactional business models globally, while navigating complex local tax requirements and expanding e-invoicing mandates. Our strategic billing platform is Zuora Billing and we use Stripe for e-commerce payments.

About the Role

As a Senior Technical Product Manager, Billing & Payments, you will:

  • Own product discovery and delivery for Billing & Payments platform capabilities (billing, invoicing, payments, and customer self-service), aligned to measurable outcomes (conversion, churn, revenue assurance, cost-to-serve).

  • Establish clear platform ownership and ways of working in a multi-business environment:

    • Commercial Platforms builds scalable, reusable capabilities that serve multiple business units.

    • Business units own their commercial strategies and KPIs.

    • Business Operations are the primary users of the billing platform and own global billing operations, billing compliance, and taxation—partnering closely on requirements, validation, and operational readiness.

  • Partner with Engineering and the Technical Product Manager for RPC to define scalable integration patterns across RPC, Zuora, Stripe, and Salesforce (APIs, webhooks/events, reconciliation, error handling, observability).

  • Collaborate with Business Operations for Finance, Tax, Legal/Compliance, Security and RevOps, Support, and Sales to translate complex requirements into actionable development work in ADO, with clear acceptance criteria and controls.

  • Support global compliance readiness across multiple entities and currencies, including local invoicing requirements and an ongoing roadmap for e-invoicing mandates.

  • Support expansion into sales-led monetization by enabling scalable Salesforce to Zuora integrations (working with RPC Technical Product Manager where appropriate).

  • Design and/or provide input into testing, rollout, and data strategies, including migration validation, data quality checks, simulation, backfill approaches, and cutover planning.

  • Identify and implement automation and agentic workflows that reduce manual effort and improve speed/quality (e.g., payment failure resolution, invoice retrieval, refund routing, reconciliation exception handling) with appropriate approvals, auditability, and guardrails.

  • Track delivery against milestones and deadlines, proactively communicating risks, dependencies, and measurable progress across stakeholders.

  • Success in this role depends on tight collaboration and clear decision rights across Business Operations (billing/tax users), business unit commercial teams, and peer platform TPMs (including RPC) to deliver reusable capabilities rather than one-off solutions.

About You

To be our Senior Technical Product Manager, Billing & Payments, you are likely to have:

  • 5+ years of product management experience delivering billing and/or payments capabilities in a complex, multi-stakeholder environment.

  • Hands-on experience with ERPs (subscriptions, invoicing, amendments, proration, credits) and integration/operations around a modern payments provider such as Stripe. Experience with Zuora is ideal.

  • Experience working with (or integrating to) a middleware/API abstraction layer and collaborating with peer product owners on shared platform contracts; familiarity with Salesforce-to-billing integration patterns for sales-led deals is a plus (including amendments/corrections).

  • Strong technical fluency with APIs, event/webhook-driven systems, data models, and reconciliation; able to work "in the details," not simply manage the work.

  • Demonstrated ability to operate in a global context with tax/compliance constraints; experience supporting e-invoicing or country-specific invoicing requirements is a strong plus.

  • An outcome-focused mindset with comfort defining KPIs, baselines, targets, and running a measurable delivery cadence.

  • Practical experience using AI tools to accelerate discovery and delivery (spec drafting, workflow mapping, prototyping, test-case generation), with sound judgment around controls, privacy, and quality.

  • Strong collaboration skills and the ability to build alignment across business units, Business Operations, and platform engineering teams—creating clarity on ownership, decision rights, and accountability.

Thomson Reuters complies with local laws that require upfront disclosure of the expected pay range for a position. The base compensation range varies across locations. For Ontario, Canada, the base compensation range for this role is $126,000 CAD - $176,000 CAD. Base pay is positioned within the range based on several factors including an individual’s knowledge, skills and experience with consideration given to internal equity. Base pay is one part of a comprehensive Total Reward program which also includes flexible and supportive benefits and other wellbeing programs. This role may also be eligible for an Annual Bonus based on a combination of enterprise and individual performance.
