Job Description:
Reporting to the Director, Global Contingent Workforce Program, this role is responsible for driving the development and continuous improvement of the global contingent workforce program, policies, practices and procedures and the design and integration of the program into broader workforce/HR and business strategy initiatives. The role requires partnering with internal (e.g., procurement, finance, Talent Acquisition, HRSS, HRBPs, legal) and external (e.g., MSP, suppliers, vendors, other organizations) stakeholders to deliver a seamless contingent workforce experience. This role is a deep subject matter expert in contingent workforce management and is responsible for designing, driving optimization and utilization of contingent workers across Sun Life, as well as proactively managing the risk and compliance of the global program.
Key Accountabilities:
With a focus on program effectiveness –

Support the strategy and vision, and define the processes, policies, tools/technology, and data to manage the global Contingent Workforce Program

Drive the development and continuous improvement of the global program, policies, practices and procedures

Track & evaluate risk mitigation controls and program compliance
-
Support the implementation of robust governance, risk management, and compliance frameworks to ensure adherence to all applicable labor laws, regulations, and company policies

Monitor industry trends and best practices in contingent workforce management, identifying, presenting opportunities and recommendations to enhance the program's effectiveness and further executing upon approval

Oversee and manage vendors and contracting globally; ensure MSP & VMS performance (consistency, policy adherence and KPI/SLA accountability)

Monitor success of the program by analyzing key metrics (SLAs) and performance indicators (KPIs) related to the contingent workforce program, providing insights and recommendations for improvement

Respond to inquiries that require deep subject matter expertise

Oversee the delivery / operational and day-to-day activities required to support at the regional level

Oversees global program goals and responsible for financial program reporting

Support the development and implementation of a global Contingent Workforce Program strategy, model and process that aligns with Sun Life Talent and Culture strategy

Partner with internal stakeholders, such as Talent Acquisition, HRSS, Procurement, Legal, and Finance, to ensure the program's success and alignment with organizational goals and Program Strategy

Partner with business units and regional team members to address unique contingent workforce needs and help drive strategy, compliance, and education for the contingent workforce program, leveraging global COE frameworks

Support the design and oversee the end-to-end process of contingent workforce management, including job requisitions, work orders, onboarding, performance management, and offboarding

Ensure alignment between global and regional; adapt global program to support regional needs as required (e.g., tools and templates)
Key Skills:

In-depth knowledge and experience in contingent workforce management, including understanding of different engagement models, worker classifications, and legal considerations

Experience with designing, managing and implementing global contingent workforce programs is preferred

Strong operational and delivery skills to effectively plan, execute, and support the implementation and sustainment of the Contingent Workforce Program

Strong understanding of relevant regulations, labour lags and compliance requirements in North America

Excellent communication and interpersonal skills to collaborate with internal stakeholders, external vendors, and contingent workers

Build relationships, collaborate, explain concepts in a simple and concise way, and influence outcomes

Analytical mindset with the ability to interpret data and metrics to drive informed decision-making and continuous improvement

As this position is posted in several locations, we specify that bilingualism (French, English, both oral and written) is required for Quebec only for the frequent interactions with English and French-speaking colleagues or internal partners across Canada or worldwide
Qualifications:

5-7 years experience managing a contingent workforce management program (in-house) or as a vendor
-
Proven track record of developing and implementing contingent workforce strategies and initiatives (MSP, VMS, program roll out), ideally in a global capacity

Strong knowledge of regulatory requirements, industry standards, and best practices

Experience with vendor management responsibilities including technology solutions and service providers (VMS, MSP, etc.) and supplier management

Excellent leadership, communication, and organizational management skills

Ability to work in a fast-paced environment and adapt to changing priorities
