Job Summary

We’re seeking a Senior Project Controls Specialist (Cost Engineer) with cost and risk management experience to join our San Francisco Construction Management team in support of a large Capital Improvement Program (CIP). The ideal candidate has large program and project controls experience with proven success managing project costs, cash flows and risks; including forecasts at completion. The position will sit at the Client’s project office and will interface with various project team members, including the Client and stakeholders who execute and manage the CIP scopes of work.
The successful candidate will join a team of knowledgeable and supportive program and project controls professionals to manage costs, monitor change orders, engage in procurement strategy, mitigate risks, track value engineering concepts and provide forecasted costs at completion.

Responsibilities & Qualifications

Programmatic Cost Management:

  • Lead and conduct comprehensive cost analysis and reporting to ensure efficient contract financial management.

  • Contribute subject matter expertise in the development and management of key metrics and KPI’s.

  • Must be able to grasp and demonstrate a full understanding of data and business intelligence through report design and analysis.

  • Collaborate with cross-program teams to gather and analyze data, identifying areas for cost optimization and improvement.

  • Provide guidance in defining operating expenses, capital reporting requirements, contingencies, and risk-monitoring processes.

  • Understand the programmatic operating processes, cost flows and financial tracking systems.

  • Mentor and coach other members of the controls team on various aspects of financial reporting, variance analysis, budgeting and forecasting, as well as analysis of third-party contractor data.

  • Ensure compliance with internal controls and policies as well as any applicable regulatory guidelines.

  • Ensure cost management systems are updated/maintained and accurate.

Program Reporting:

  • Serve as project team lead in providing month-end financial close reports and variance analysis, providing key stakeholders with valuable insights into contract performance. 

  • Maintain, analyze and interpret financial projections and progress data to support programmatic decision-making and forecasting; provide feedback for actionable opportunities. 

  • Identify risks and opportunities, proactively recommending cost-saving strategies and process improvements.

  • Lead and conduct robust quality program over data integrity of PMIS inputs.

Cost Advisory:

  • Provide senior-level technical expertise to client on project aspects within the cost engineering discipline, including change management.

  • Support the project managers and project teams as needed in monitoring and interpreting KPIs and related actions for effective management of scope of work, budget, timeline, change orders and risk, to ensure successful completion of the project.

Minimum Requirements:

  • Bachelor’s degree in Engineering, Finance or closely related field.

  • Minimum of 7+ years of related cost engineering experience in the PM/CM setting.

  • Expert analytical skills and high degree of organization and business acumen.

  • Expert level competency in all Microsoft Excel and proficient use of other MS Office products, P6, Unifier, and other commercially available project control software; Working knowledge of SAP or other major ERP.

  • Excellent communication skills both written and verbal.

  • Must have strong interpersonal skills and be able to work with all levels of management and professionals with diverse backgrounds.

  • Progressive project controls experience in PM/CM services for aviation, civil, and/or vertical structures projects.

  • Strong experience with multiple delivery methods including progressive design-build.

  • Deep awareness and understanding of estimating best practices.

  • Experience with early programming, establishing the cost model, and providing updated forecast at completion through the life-cycle of the project from conception to completion.

  • Client focused, always striving to give clients the best solutions.

Additional Information

TYLin is committed to pay equity. As part of that commitment, we have provided the base compensation range of $117,300 - $175,900 annually for this position and local market.
