Job Description

AECOM Mississauga is seeking a Program Management Director to lead the delivery of a transformative major transportation infrastructure program valued at approximately $10 billion, spanning a 10-year horizon. This role requires a senior, high-caliber leader with extensive experience managing complex, multi-billion-dollar transportation programs.

The Program Management Director will serve as a trusted Delivery Partner to the client, ensuring the successful execution of this critical infrastructure initiative. The successful candidate will bring deep expertise in program integration, commercial and risk management, environmental stewardship, stakeholder leadership, and innovation, while championing collaboration and excellence throughout the program lifecycle.

 

Responsibilities

Program Leadership & Integration

  • Oversee the integration of multiple design consultants, contractors, environmental teams, and property and utility stakeholders across the program corridor.
  • Manage program-level schedules, budgets, and quality outcomes, ensuring alignment across all delivery packages (e.g., CMGC, DB, DBB models).
  • Lead a multidisciplinary team to deliver on the client’s objectives, maintaining a sharp focus on cost, schedule, and quality at the program level.
  • Ensure timely communication and alignment across teams to support client milestones.
  • Promote consistency of decisions, documentation, and practices across the program.

Commercial & Risk Management

  • Develop and maintain program controls, risk registers, and cost and schedule forecasting for a multi-billion-dollar program.
  • Benchmark performance and implement mitigation strategies to proactively manage risk and support informed client decision-making.
  • Ensure compliance with all contractual and regulatory requirements.

Environmental & Regulatory Stewardship

  • Navigate complex regulatory and legislative frameworks, including environmental permitting, property acquisition, and utility coordination.
  • Lead efforts related to environmental sensitivities and public scrutiny, ensuring teams understand and adhere to environmental commitments and regulatory standards.

Stakeholder Engagement

  • Act as the primary liaison with senior government executives, municipalities, Indigenous communities, and regulators.
  • Foster respectful and inclusive relationships, ensuring alignment with the client’s collaborative delivery approach.
  • Represent the program in public and stakeholder forums, addressing concerns and building trust with the community.

Technology & Innovation

  • Implement cutting-edge digital delivery tools, including BIM/digital twins, AI-enabled platforms, and drone technologies for inspection and monitoring.
  • Drive innovation to enhance collaboration, efficiency, and outcomes over the life of the program.

Leadership Behaviours

  • Operate as an extension of the client’s team, embodying a delivery partner mindset.
  • Maintain a calm and strategic approach when managing political, technical, and stakeholder complexity.

    Qualifications

    Minimum Requirements

    • Bachelor’s Degree in a relevant discipline (e.g., engineering, finance) plus a minimum of 12 years of experience in major transportation infrastructure programs, including at least 4 years in a leadership role (or equivalent combination of education and experience).
    • Proven track record managing at least one comparable megaproject or program in the $2B–$5B+ range, preferably in highways or large-scale transportation corridors.
    • Extensive experience in Program Management Consultant (PMC) or Owner’s Representative roles for public sector clients.
    • Deep expertise with multi-package delivery models (e.g., CMGC, DB, DBB).

     

    Preferred Qualifications

    Experience

    • 25+ years of experience delivering major transportation infrastructure programs.

    Technical Knowledge

    • Broad understanding of design, construction, utilities, property, environmental, and stakeholder considerations typical of major transportation programs.
    • Strong understanding of regulatory and legislative frameworks, including environmental, property, utilities, and permitting requirements.
    • Demonstrated ability to manage program-level budgets, schedules, and risks at a multi-billion-dollar scale.
    • Experience integrating multiple design and construction contracts across large-scale programs.

    Stakeholder Leadership

    • Proven ability to work with government agencies, municipalities, Indigenous communities, and regulators.
    • Track record of leading programs with significant environmental sensitivities and high public visibility.

    Innovation & Technology

    • Experience implementing digital delivery tools (BIM/digital twin), AI-enabled platforms, and advanced technologies such as drones.
