What You Will Do:

The Senior Procurement Specialist is responsible for managing competitive sourcing events and ensuring the efficient, ethical, and cost-effective procurement of goods and services to support utility operations and capital projects. This role leads the end-to-end RFx process, from requirements gathering through supplier evaluation and contract award, aligning with internal stakeholders and procurement policies. By ensuring transparency, value-for-money, and compliance, the Procurement Specialist plays a key role in supporting operational continuity and regulatory standards within the organization.

  • Lead and manage end-to-end procurement strategies and RFx processes (RFI, RFQ, RFP) for goods, services, and capital projects in alignment with procurement and regulatory requirements
  • Collaborate with internal stakeholders to define project requirements, evaluation criteria, and timelines for sourcing events
  • Draft, issue, and manage RFx documents and coordinate all communications between bidders and internal teams during the bidding process
  • Analyze supplier proposals, conduct commercial evaluations, and support technical assessments in collaboration with relevant departments
  • Facilitate contract negotiation sessions with suppliers to ensure best value, mitigate risk, and align contract terms with organizational standards
  • Support contract award processes and ensure proper documentation and approvals are obtained in accordance with internal controls
  • Maintain accurate sourcing records and documentation in the procurement system to ensure transparency, traceability, and audit readiness
  • Conduct to supply and demand market analysis and research and sourcing advice and provide reports and recommendations
  • Contract administration including maintaining contract database, monitoring lead times for renewals and responding to internal inquiries including auditing and reporting
  • Monitor and report on sourcing performance metrics, cost savings, and supplier responsiveness
  • Perform supplier evaluation performance reviews with key suppliers and contracts
  • Ensure compliance with company procurement policies, regulatory requirements, and industry best practices
  • Assist in the development and continuous improvement of sourcing strategies, templates, and tools
  • Provide goods and material spend reports and analysis and make recommendations for procurement opportunities
  • Build and maintain supplier relationships, with a focus on performance, risk management, and supplier diversity where applicable
  • Provide training or guidance to internal clients on procurement procedures and RFx best practices


What You Will Bring:

  • Post-secondary education in Supply Chain Management, Business Administration, or a related field
  • NISCL-MPICS, CSCL or equivalent supply chain certification
  • 5+ years progressive experience in strategic sourcing, procurement, or contract management, preferably in a regulated or utility environment
  • Excellent procurement and contract law knowledge
  • Strong understanding of RFx processes, procurement lifecycle, and contract negotiation principles
  • Proficiency with e-sourcing tools and procurement modules in ERP systems (i.e. Euna Procurement, Microsoft Dynamics/Great Plains)
  • Excellent written and communication skills for drafting RFx documents and engaging with suppliers and internal teams
  • Strong analytical, organizational, and project management skills
  • Ability to interpret and apply procurement policies, regulations, and legal/contractual terms
  • Comfortable working independently and collaboratively across cross-functional teams
  • Familiarity with utility operations or infrastructure project sourcing considered an asset
  • Must hold a valid class G driver’s license
