The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, and enforcement activities. The OSC also contributes to national and global securities regulation development.

Reporting to the Manager, HR Advisory Services and Support, the Senior HR Business Partner is responsible for the delivery of foundational human resources and advisory services to an assigned portfolio of clients comprising multiple OSC Divisions / Departments and inclusive of executives, senior leaders and employees. The position partners with executive and senior management leadership teams to understand workforce and workplace needs, tailoring advice and recommendations in alignment with the achievement of business objectives. The role proactively draws on their HR expertise to provide strategic advice to leadership teams and employees in support of short-term and long-term decisions relating to workforce and employee management, talent acquisition, employee relations and organizational effectiveness. This role manages multiple stakeholders and perspectives, integrates multiple sources of information, applies technical professional knowledge and experience to support client decision making and enables an inclusive, healthy, high performing workplace and a positive employee experience.
The Senior HR Business Partner leads, coaches and oversees the HR Advisor.
Key Duties and Responsibilities
Client Support
Partners with business leaders, managers and employees to provide HR guidance in assigned portfolio, keeps apprised of client portfolio’s evolving business, workforce and employee needs, understands the strategic and operational objectives of clients, maintains awareness of OSC strategic priorities, Human Resources policies, programs and projects and the impact these have on a portfolio of clients. Determines needs, delivers, or coordinates the delivery of all aspects of client support within client portfolio; including overseeing the support provided by the HR Advisor.

Client Advisory – Business Leaders / Managers - Provides strategic and operational advice on all aspects of employee and workforce management, organizational effectiveness including employee relations, talent acquisition, workforce management, performance and talent management, disability claim management, learning and development, organization design and change management.

Client Advisory – Portfolio Employees – Provides employees with relevant, accurate information and advice to support individual circumstances, personal decision making and workplace experience in a manner aligned with OSC policies and programs and current legislation.

Expert contribution to HR Department Operations - As a senior team member, provides expert guidance to team members on novel issues that arise, highlights potential impact on clients and business, and provides recommendations after weighing and assessing impact on long term, short term and external impact (risk assessment).

HR Data Analytics – proactively draws on existing HR information, workforce data, metrics and reports to identify workforce and workplace risks, consider OSC trends and impact on client portfolio, anticipate current and future needs, and identify immediate and medium terms opportunities and solutions.
Employee Relations & Risk Mitigation

Provides expert advice to Business Leaders and mangers on the resolution of escalated employee relations matters

Balances objectives and perspectives of multiple stakeholders to evaluate needs, identifies opportunities and risks, presents alternatives, proposes solutions and action to resolve matters and mitigates risks to maintain effective workflow of operations

Partners with business leaders to develop implementation plans while monitoring progress and assessing effectiveness

Applies expert professional knowledge, experience, HR policies, programs and processes to issues and situations to support risk identification and assessment, aids in action or implementation planning and incorporates into advice and to ensure recommendations are in continued compliance with HR policies and legislative requirements

Maintains in-depth technical knowledge of applicable employment related legislation and the application of responsibilities and requirements to day-to-day management of employees and workforce, reducing legal risks and ensuring legislative compliance

Provides strategic guidance and training to business leaders / managers on best practices for addressing employee relations matters; including handling disciplinary action, terminations, progressive discipline and conflict resolution

Leads workplace investigation process and implements resolutions on workplace issues to minimize risk to the organization

Engages external legal counsel to provide employment law advice as needed
Talent Acquisition and Talent Management

Partners with clients to understand short-term and long-term workforce needs and anticipates talent needs aligned to the strategic direction of the OSC and the Divisions

In partnership with client, establish strategy to acquire talent in alignment with business needs

Identifies and actions workforce or workplace risks as it relates to talent within client portfolio
-
Partners with clients to ensure mutual understanding of objectives and expected outcomes of individual recruitment activities and identifies appropriate resource(s) to lead activities

Partners with senior leaders and managers to provide coaching and advice on building development plans for high potential talent and proactive workforce planning tailored to the client group

Effectively delegates regular talent acquisition activities to HR Advisor ensuring service commitments and objectives are met

Recommends the use of external recruitment and staffing resources based on assessment of needs, cost, expected outcomes;
Program, Project and Initiative Support
-
Provides program and project leadership to identify projects/initiatives that work for the OSC and each client group cohesively

Partners with the business to ensure effective delivery and implementation of HR programs, aligned with project outcomes and timelines

Advises on the development and delivery of communication strategies of HR program initiatives, rollouts, and updates; facilitates the implementation of HR policies and programs within client portfolio, providing supporting information, education, and advice.

Analyzes and understands the current and future business landscape to engage leaders and receive feedback around business planning to support the development of communication materials around HR initiatives

Provides technical knowledge, expertise and role specific perspective to the development and implementation of programs and policies as needed, works collaboratively with program or functional leads to identify gaps in HR programs, policies, and practices, and analyzes issues to recommend strategic and operational improvements.

Continually improves and updates policies and procedures based on lessons learned and the overall direction of the OSC
Planning and Resources

Identifies opportunities and problems to ensure the most optimal business results are achieved, while mitigating risk and planning for contingencies

Aligns HR priorities with the broader priorities of the OSC and manages workload to meet deadlines and quality standards to achieve results

Proactively resolves problems with a strategic mindset; seeking advice or guidance where appropriate

Provides input into the annual Human Resources Business and Operational Plan through their knowledge of the business need and specific requirement of their clients’ portfolio

Research emerging trends and policies relating to HR management, assesses relevance to Commission and Client Portfolio business strategies and provides recommendations to HRB management and Program Leads for consideration

Applies sound judgement and expert knowledge to assess gaps in HR programs and policies, develops a plan of action and delivers on successful execution and raises any potential risks or concerns

Partners with procurement team and with other OSC teams as a lead to engage external suppliers on specific identified resource needs and projects,defines service requirements; participates in the development of RFP/RFQ’s and assessment of proposals to ensure external resource needs are in place to support current and future client needs.
Relationship Management

Manages effective working relationships with all levels of management, employees and functional teams across the organization, ensuring information is shared and program support is provided, and issues are resolved.

Collaborates with team members across the HR department ensuring client/stakeholder services are delivered and project deliverables are managed

Develops and maintains effective relationships with external suppliers and vendors to ensure expected level quality of service is delivered, effectively addressing all concerns

Establishes and maintains positive working relationships across the OSC to understand the evolving needs of the business and shifts in priorities to ensure effective and consistent communication messaging on key HR priorities

Acts as a strategic business partner to the business utilizing data to provide long-term solutions while minimizing risk, balancing the needs of the clients’ business objectives with the mandates of the OSC and corporate vision
People Management / Leadership

Manage and oversee the day-to-day activities of HR Advisors and / or students, to ensure effective, timely and accurate delivery of transactional HR services.

Responsible for setting team’s priorities within portfolio of clients and in alignment with the divisions business objectives.

Oversee and provide direct performance and career development strategies in partnership with the Manager, HR Advisory Services and Support, ensuring proper metrics are in place. Conduct performance and compensation reviews, in Partnership with the Manager, HR Advisory Services and Support and ensure the availability of skill development, coaching and training opportunities.
Qualifications, Knowledge and Skills

Undergraduate degree in related field, such as Human Resources Management or Business Administration
-
Minimum 8 years of progressive experience in a senior consultative human resources generalist or specialist role
-
CHRP/CHRL designation would be preferred and considered an asset
-
Relevant experience in a Government/Ministry or Regulatory environment would be an asset for this role
-
In-depth knowledge of the broad spectrum of modern HR programs and practices.

Strong consultative skills and ability to develop and manage collaborative working relationships

Exceptional communicator and the ability to influence a broad and diverse range of stakeholders through effective relationships, verbal and written communication, which includes executive team members
