The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, and enforcement activities. The OSC also contributes to national and global securities regulation development.

Summary
Reporting to the Manager, Data Strategy & Governance, the Senior Business Data Analyst will play a lead role in defining and documenting business needs and processes assessing as they relate to the deployment and support of new and existing data solutions.
This role will work with the business to gather, understand and document requirements for a variety of complex projects spanning analytics and data management. This role will partner with stakeholders in the data ecosystem to collect, document and analyze data and the associated requirements in order to use the data for reporting and insights.
This role will focus on understanding the data gaps, identifying the data sources, assessing the data for completeness, validity and reliability. The Senior Business Data Analyst will play an instrumental role in making quality improvements of analytics and insights to meet the organization’s long-term business strategies.
Key Duties and Responsibilities

Main point of contact for assigned business project in the deployment of new data and reporting solutions. Lead projects with higher degree of complexity and be the liaison between business and technology teams.

Lead the facilitation of the process of defining and documenting business needs and processes end to end with the business unit

Use activity diagrams, use cases scenarios, flowcharts, requirements workshops, surveys, site visits, business process descriptions, interviews, and workflow analysis to create and manage requirements

Gather information from multiple sources, reconcile conflicts, disseminating high-level information into details and distinguishing user requests from their true needs

Identifying, defining and documenting business needs and objectives, current operational procedures, problems, input and output requirements and levels of systems access after consulting with business SMEs

Use standard templates to develop requirement specifications (Business Requirement Documents (BRDs), epics, user stories, acceptance criteria). Update templates as needed and proactively make recommendations to improve templates and other documentation.

Act as a key supporting resource in the area of data analysis, statistical analysis using complex information from various sources and present the data into simple and concise reports

Interpret complex information related to branch operations, analyze sophisticated data, present and report issues in a visually pleasing manner.

Work closely with the management teams and business partners to ensure roadmap is continuously maintained, looking at current and future state. Update roadmap with new business requirements/needs as they arise.

Lead, facilitate and document project meetings, workshops and presentations to diverse audiences
Change Management

Lead the facilitation to develop a comprehensive change in promote data driven culture, in partnership with business units, including creation of documentation

Play a lead role to ensure the success of data solutions and reporting capabilities end to end data

Lead the facilitation to develop a training curriculum and conducting formal training sessions covering assigned applications and or software
Stakeholder Management

Drive and challenge the presumptions of business units on how to successfully execute their plans. Employ influencing skills will needed to gain consensus and understanding among business units.

Take lead in the communication of the technical vision and analyze trade-offs between usability and performance needs by teaming up with developers and subject matter experts

Function as a liaison between technology teams, support teams and business units

Deliver work product throughout the Agile life- cycle
Qualifications
-
Undergraduate degree in STEM programs, including Mathematics, Computer Science, Computer Engineering, Business or other related discipline.

In-depth knowledge of financial concepts and the capital market participants, including the Ontario Securities Act and regulations
-
Minimum 5+ years of relevant data analytical experience

Experienced user of Data Warehouse and Cloud Environment such as Azure, proficiency working with business intelligence, analytics and reporting tools such as Tableau, Python, R, SQL PowerBI

Strong understanding of data management

Strong analytical skills and statistical analysis with the ability to collect, organize, analyze and disseminate important information with attention to detail, accuracy and confidentiality

Excellent oral and written communication skills to provide advice and guidance and present information clearly and concisely to all levels within the organization, including executives.

Ability to interact professionally with management and professionals at various levels

Ability to work with minimal direction, prioritize multiple projects, coach and assist others and meet strict deadlines

Ability to work effectively in ambiguous and changing environments and desire to work in a collaborative team environment.

Clear and efficient communicator in both technical and non-technical environments; deliver informative and well-organized presentations.
