Purpose

The Client is undertaking a significant organizational transformation to evolve from a project-based delivery model to a product-based operating model aligned with the Common Cluster Operating Model (CCOM), the OPS Service Framework, and GovTechON's One Government vision. This transformation will establish CLIENT as a strategic enterprise service provider with enhanced organizational agility, improved delivery effectiveness, stronger ministry partnerships, and greater alignment to enterprise standards.

The Senior Program Manager will provide strategic leadership for the planning, execution, governance, communication, and adoption of this organizational transformation. The role will ensure successful implementation of change management strategies, stakeholder engagement activities, business readiness planning, operating model design, and transition management across executives, managers, staff, and ministry partners.


Key Objectives

The Senior Program Manager will support the organization in:

LRC Leadership:

  • Building understanding, commitment, and adoption of the Common Cluster Operating Model and Product Delivery Model.
  • Facilitating leadership engagement in defining future-state roles, accountabilities, governance, processes, and organizational structures.
  • Promoting a culture of transparency, collaboration, innovation, and enterprise thinking.
  • Developing leadership readiness and change champion capabilities.

LRC Staff:

  • Increasing awareness, understanding, and acceptance of organizational changes.
  • Supporting employee readiness, engagement, training, and adoption activities.
  • Implementing feedback mechanisms and change monitoring processes.
  • Reinforcing cultural shifts toward product thinking, customer-centricity, and continuous improvement.

Ministry Partners:

  • Supporting ministry partner awareness and understanding of the new operating model.
  • Facilitating engagement to refine future interaction models, governance structures, and service delivery approaches.
  • Promoting alignment with Product Management functions and new collaboration models.

 

Responsibilities:

Program Leadership & Transformation Management:

  • Lead the end-to-end organizational change and transformation program supporting the transition to a Product-Based Delivery Model.
  • Develop and maintain integrated transformation plans, roadmaps, milestones, dependencies, risks, and success measures.
  • Establish governance structures, reporting mechanisms, and executive decision-support materials.
  • Coordinate activities across business, technology, HR, communications, and ministry partner workstreams.
  • Provide strategic advice to executives on organizational readiness, transformation risks, and mitigation strategies.

 

Change Management & Organizational Readiness:

  • Develop and execute comprehensive change management strategies and plans.
  • Conduct stakeholder impact assessments and readiness assessments.
  • Identify organizational risks, resistance points, and adoption barriers.
  • Design and implement change interventions to support behavioral and cultural transformation.
  • Establish change champion and leadership engagement programs.
  • Measure change adoption, organizational readiness, and benefits realization.

 

Communications & Stakeholder Engagement:

  • Lead the development and execution of communication and engagement strategies.
  • Create key messages, executive presentations, FAQs, communications materials, and engagement content.
  • Facilitate workshops, town halls, leadership sessions, stakeholder consultations, and ministry partner forums.
  • Ensure consistent messaging across all stakeholder groups.
  • Manage feedback channels and incorporate stakeholder input into transformation activities.

 

Operating Model & Organizational Design:

  • Support future-state operating model development aligned with the Common Cluster Operating Model.
  • Facilitate definition of new roles, accountabilities, governance processes, and service delivery models.
  • Identify organizational gaps, interdependencies, and process improvement opportunities.
  • Support development of transition plans and implementation sequencing.
  • Promote alignment with enterprise standards, Target State Architecture, and GovTechON objectives.

 

Business Readiness & Transition Planning:

  • Develop organizational readiness frameworks and assessment tools.
  • Coordinate training, onboarding, and knowledge transfer activities.
  • Support branch and ministry transition planning activities.
  • Monitor change effectiveness and organizational performance throughout implementation.
  • Establish mechanisms for continuous improvement and ongoing transformation support.

Requirements

Experience and Skill Set Requirements:

Must Haves:

  • 10+ Years of Experience leading complex organizational transformation and change management initiatives.
  • Knowledge and application of industry-standard change management frameworks and methodologies.
  • Experience designing and executing large-scale communications and engagement strategies.
  • Strong facilitation skills for leadership workshops, town halls, focus groups, and stakeholder consultations
  • Experience developing KPIs, adoption metrics, readiness measures, and benefits realization frameworks.
  • Ability to develop integrated plans, governance models, risk management frameworks, and benefits realization strategies.

 

Nice to Have: 

  • Experience working within public sector environments, including governance, approvals, accountability requirements, and labour relations considerations.
  • Familiarity with Government of Ontario, GovTechON, CCOM, and product-based delivery principles is considered an asset.

  • Prepare Executive Communications Materials
  • Develop a Benefits Realization Framework
  • Prepare progress and status reports for program directors and committees
  • Deliver a weekly Transformation Dashboard and Progress Reporting
  • Track and report program progress against identified success factors and key enablers
  • Establish and coordinate secretariat functions, processes, and tools, enabling program oversight from executive leadership teams/committees
  • Develop and deliver a Post-Implementation Adoption and Sustainability Plan
  • Other duties as assigned

 

Organizational Change Management Leadership:

  • Experience leading complex organizational transformation and change management initiatives.
  • Knowledge and application of industry-standard change management frameworks and methodologies.
  • Experience conducting stakeholder analysis, impact assessments, readiness assessments, and change planning.
  • Demonstrated success driving organizational adoption and culture change.
  • Experience establishing change governance and performance measurement frameworks.

 

Strategic Communications and Stakeholder Engagement:

  • Experience designing and executing large-scale communications and engagement strategies.
  • Experience developing executive-level communications, presentations, key messages, and engagement materials.
  • Strong facilitation skills for leadership workshops, town halls, focus groups, and stakeholder consultations.
  • Experience managing diverse stakeholder groups with competing priorities.

 

Program and Transformation Management:

  • Experience managing multi-workstream transformation programs with significant organizational impacts.
  • Ability to develop integrated plans, governance models, risk management frameworks, and benefits realization strategies.
  • Experience managing interdependencies across business, technology, HR, communications, and operational teams.
  • Demonstrated ability to monitor and report on program health, outcomes, and transformation progress.

 

Public Sector and Operating Model Experience:

  • Experience working within public sector environments, including governance, approvals, accountability requirements, and labour relations considerations.
  • Knowledge of organizational design, operating model transformation, and enterprise service delivery environments.
  • Familiarity with Government of Ontario, GovTechON, CCOM, and product-based delivery principles is considered an asset.

 

Measurement, Reporting, and Tools:

  • Experience developing KPIs, adoption metrics, readiness measures, and benefits realization frameworks.
  • Experience using tools such as Azure DevOps, Microsoft 365, Power BI, SharePoint, and project portfolio management tools.
  • Ability to develop executive dashboards, reporting packages, and governance materials.
