Must Have
- Hands-on experience in preparing detailed analysis and recommendations to ensure compliance with appropriate OPS standards on security, privacy and accessibility (TRA, PIA, Architecture gating processes)
- Experience to carry out all types of manual Quality Assurance Testing
- Hands-on experience with BRD: analyzing business requirements and creating test data requirements
- Solid experience with triaging defects, participating and leading triage meetings, and producing defect summary reports
- Solid experience creating Test Strategy/Test Plan document
- In-depth knowledge of WCAG 2.0 Standards and AODA Compliancy levels
- Knowledge and experience working with Wireframes, Use Cases, User Stories
- Experience with Driver and Vehicle ServiceOntario portal services
- Knowledge and experience with Address Lookup services and Government Payment Gateway

Description
Responsibilities:
- Provide business and technical advice to clients and leverage OPS I&IT solutions and applications to meet program/service goals and objectives ensuring efficiency.
General Skills:
- Provides specialized expertise in the overall analysis of the design and architecture of systems solutions.
- Ability to evaluate recommendations and ensures all recommended solutions for improvement are congruent with the project goals and objectives
- Identifies short and long-term project goals/objectives, and defines program and service delivery requirements in support of the development and/or acquisition of client applications
- Leads the analysis, and documentation of design and architecture of systems solutions.
- Overseeing testing, integration and implementation of systems solutions into the clients’ applications
- Guides the feasibility studies and cost effective analyses of proposed client I&IT initiatives, ensures all studies and analyses are documented
- Demonstrated experience gathering requirements, translating business documents into technical specifications
- Experience leading project teams supporting multi-dimensional services and applications for effective planning, budgeting, strategizing and forecasting procedures
- Ability to provide implementation and post implementation support as required
- Oversees the research and evaluation of the technical components in the acquisition of software, hardware, technology, systems and products
- Recommends and directs the measurement and improvement of tools, techniques, standards and performance criteria to control the quality of application development initiatives
- Provides coaching and direction to junior staff throughout the project through all stages of the Systems Development Life Cycle
- Ability to gather, review and provide feedback to business requirements
Experience and Skill Set Requirements
System/Business Analyst experience: 40%
- Conduct Design and technical JAD walkthrough sessions with the project team
- Understanding of systems environments, business analysis and change management in projects or programs related to integrated multi-ministries’ government services
- Experience in producing business and technical documentation and agreements
Technical Skills: 30%
- Knowledge of theory and principles of systems design and development, programming concepts and languages, and related methods, techniques, practices and standards
Project experience: 30%
