Design and implement cloud-based, secure public-facing digital health applications. Align solutions with enterprise architecture, translate requirements into tested code, support CI/CD and DevOps, enforce security and interoperability (FHIR/SMART), mentor developers, participate in Agile ceremonies, and collaborate with stakeholders for roadmap and compliance (PHIPA).
Responsibilities:
- Coordinate the design and implementation of web‑based
applications using a cloud‑based architectural framework.
- Work closely with the Architecture team to understand
enterprise architecture principles and ensure all proposed solutions align with
the Agency’s architectural standards, patterns, and governance guidelines.
- Collaborate closely with business analysts to analyze and
implement functional and non‑functional requirements.
- Translate business requirements and technical specifications
into working, tested applications.
- Evaluate and determine appropriate architecture, technical
specifications, and solution designs; make recommendations to product
management as needed.
- Collaborate with operations teams to ensure full support for
developed applications and platforms across all environments.
- Maintain comprehensive documentation throughout the
development lifecycle.
- Design reusable components, libraries, and frameworks to
support scalable and efficient application development.
- Conduct code reviews to ensure adherence to coding
standards, best practices, and maintainability.
- Participate in agile ceremonies—including sprint planning,
daily stand‑ups, reviews, and retrospectives.
- Perform troubleshooting, debugging, and performance
optimization to ensure system reliability and responsiveness.
- Implement security best practices and support vulnerability
remediation efforts.
- Collaborate with QA teams to define test strategies, support
automated testing, and ensure the delivery of high‑quality releases.
- Support and enhance CI/CD pipelines, including build
automation and deployment processes.
- Monitor application health and performance using telemetry,
logging, and alerting tools, and proactively identify improvement
opportunities.
- Contribute to technology roadmaps and evaluate emerging
tools, technologies, and development practices.
- Provide support and technical guidance to junior developers
and contribute to team knowledge‑sharing.
- Engage with stakeholders to clarify requirements,
communicate technical considerations, and provide accurate effort estimates.
- Ensure compliance with organizational policies,
architectural standards, and governance requirements.
Required Experience:
- 8+ years of experience in software architecture with a track
record of designing and delivering enterprise‑grade solutions.
- Expert‑level proficiency in Angular, TypeScript, and modern
front‑end architectural patterns.
- Extensive experience building secure, authenticated,
customer‑facing applications using industry standards such as OAuth 2.0, JWT,
and REST‑based APIs (e.g., .NET Core, Java, Node.js).
- Solid understanding of HL7 FHIR‑based APIs, healthcare data
flows, and interoperability principles.
- Hands‑on experience with cloud platforms, preferably
Microsoft Azure, along with CI/CD pipelines and DevOps practices.
- Proven delivery experience within Scrum‑based Agile teams,
contributing to iterative development and continuous improvement.
- Excellent communication skills, with the ability to support
the delivery teams.
- Desired Skills:
- Bachelor's degree in computer science, engineering, or
equivalent technical discipline.
- Experience working with authenticated, customer-focused
applications.
- Strong expertise in Microsoft Azure services, including
Azure Kubernetes Service, Azure Service Bus, and Functions, coupled with
proficiency in AWS.
- Strong knowledge of backend frameworks and technologies,
including Java Spring Boot, OAuth 2.0, JWT, Kubernetes, Docker, Databases
(Relational and NoSQL).
- Familiarity with Accessibility for Ontarians with Disability
Act (AODA) and related regulations, WCAG 2.0 guidelines, and security best
practices.

- Leverage the Agency’s provincial digital assets and services
to enable interoperability, identity, data exchange, and compliance.
- Detailed Component and Integration Design
- Collaborate with internal and external stakeholders,
including business teams, clinical partners, and provincial technology groups,
to design detailed solution components aligned with business and technical
requirements.
- Product Roadmap Alignment and Technical Direction
- Work closely with the Product Manager to refine and validate
the product roadmap, ensuring architectural alignment, technical feasibility,
and phased delivery planning.
- Develop architectural diagrams that adhere to the Agency
standards while laying the foundation for the product roadmap
- Requirements Translation into Technical Specifications
- Partner with Business Analysts to translate business
requirements into clear, actionable technical user stories and acceptance
criteria for development teams.
- Technical Guidance to Development and QA Teams
- Collaborate with developers and QA analysts to clarify
technical functions, validate architectural intent, and support the development
of comprehensive test cases.
- Provide technical direction to ensure non‑functional
requirements are properly implemented across environments and operational
processes.
- Privacy and Security Compliance Oversight
- Work with privacy teams to support Privacy Impact
Assessments (PIA) and collaborate with security teams to complete Threat and
Risk Assessments (TRA), ensuring the solution meets all PHIPA, security, and
compliance obligations.
Must Haves:
- 10+ years of experience in software architecture with a
track record of designing and delivering enterprise‑grade solutions.
- 10+ years Demonstrated experience within Ontario’s
healthcare ecosystem, including Ontario Health programs, eHealth integrations,
EMR/HER/HIS systems, and adherence to PHIPA privacy requirements.
