Senior Business Analyst for a Primary Care initiative: gather and analyze business, data, integration and non-functional requirements; create and refine user stories and backlogs; document solutions and support end-to-end test scripts; facilitate stakeholder meetings; assist project initiation and governance; identify risks and metrics; support agile ceremonies and continuous improvement.
The purpose of this procurement is to procure two Business
Analysts for the Primary Care initiative.
Must haves:
- 7+ years working experience as a Business Analyst on Health
care/IT projects
- 3+ years of working experience on medium-to-high
complexity Agile initiatives
Responsibilities:
- Work with lines of Agency assets such as Primary Care
Information Exchange (PCIE), (business, architects, developers, UI and UX
designers to collect and analyze requirements (i.e. business, integration,
interface, data, and non-functional requirements) for new builds, enhancements)
- Work with both primary care vendors and Agency asset product
owners to create/update/refine user stories, leverage techniques to drive out
business priorities and maintain backlog.
- Contribute to agile sprint reviews, product demos and
retrospectives.
- Document business and system solutions using Agile
methodology techniques, as well as support the development of test scripts for
end-to-end functional testing.
- Co-ordination and facilitation of stakeholder meetings, with
clear agendas, minutes and follow-up.
- Assist with project initiation and governance by preparing
necessary documents and reports.
- Help identify risks, assumptions and constraints for
requirements, and communicate with internal and external stakeholders.
- Ensure performance and customer experience metrics are
defined, measured and reported on a regular basis.
- Work with project managers to support continuous improvement
of processes to optimize team productivity, quality and time-to-market.
- Manage multiple tasks, work assignments simultaneously, and
meet delivery dates, while working under pressure and tight deadlines.
Desired Skills:
- College/University undergraduate degree in Computer Science,
Business or related discipline from a recognized institution or equivalent
experience
- 7+ years working experience as a Business Analyst on Health
care/IT projects
- 3+ years of working experience on medium-to-high
complexity Agile initiatives
- Ability to work with Technology teams and business users
- Knowledge/experience in Cloud technologies
- Knowledge of Provincial healthcare systems
- Knowledge of Personal Health Information Protection Act
(PHIPA)
- Knowledge of agile principles and experience in scrum
methodology
- Knowledge of JIRA, Confluence
- Excellent analytical, problem-solving and decision-making
skills
- Excellent documentation, verbal and written communication
skills, interpersonal and negotiation skills
- Ability to work in fast-paced environment with proven
ability to multitask
- Certified Business Analysis Professional (CBAP) or Project
Management Institute –Professional in Business Analysis Certification (PMI –
PBA)

or IT projects or both, ideally in public sector. 25 Points
- 3+ years of work experience on medium-to-high complexity
Agile initiatives. 10 Points
- Strong stakeholder engagement, facilitation, negotiation and
communication and documentation skills. 25 Points
- Working knowledge of Provincial healthcare systems. 20 Points
- Certifications in Business Analysis or Project Management,
Experience in Agile environment. 10 Points
- Knowledge of privacy practices and policies, ideally
Personal Health Information Protection Act (PHIPPA). 10 Points
