About Nebius:

Nebius is leading a new era in cloud infrastructure for the global AI economy. We are building a full-stack AI cloud platform that supports developers and enterprises from data and model training through to production deployment, without the cost and complexity of building large in-house AI/ML infrastructure.

Built by engineers, for engineers. From large-scale GPU orchestration to inference optimization, we own the hard problems across compute, storage, networking and applied AI.

Listed on Nasdaq (NBIS) and headquartered in Amsterdam, we have a global footprint with R&D hubs across Europe, the UK, North America and Israel. Our team of 1,500+ includes hundreds of engineers with deep expertise across hardware, software and AI R&D.

The role

As a Public Affairs Specialist at Nebius, you will support the company’s engagement with policymakers, community stakeholders, and industry partners on issues affecting AI infrastructure and technology innovation. You will monitor legislative and regulatory developments, assess their implications for the business, and translate complex issues into clear policy briefs, talking points, and advocacy materials.

Working with internal teams, you will help prepare stakeholder engagements, coordinate public affairs initiatives, and track commitments and follow-up actions. Your work will support informed decision-making, constructive stakeholder relationships, and Nebius’ reputation as a responsible AI infrastructure company.

This role suits a proactive professional with strong research and writing skills, sound judgment, and the ability to manage multiple priorities. You should be comfortable moving between policy analysis and hands-on coordination, with a clear interest in how technology policy affects businesses and communities.

Your responsibilities will include:

Government & Regulatory Affairs

  • Monitor and analyze legislative and regulatory developments relevant to AI, data infrastructure, and cloud technologies.
  • Support engagement with elected officials, government agencies, and public institutions in collaboration with Public Affairs leadership.
  • Draft policy briefs, issue summaries, and position papers to inform Nebius leadership.
  • Coordinate Nebius’ participation in relevant trade associations and policy coalitions.

  • Coordinate with local NGOs, schools, and workforce development organizations on community-focused investments.
  • Represent Nebius at community open house events and community forums.
  • Establish and manage the company’s Community Engagement Panel, a forum for two-way communication between Nebius and community leaders.

Communications & Advocacy

  • Collaborate with the Communications team to ensure consistent external messaging related to public policy and community initiatives.
  • Assist in preparing talking points, press materials, and briefing notes for leadership engagement with external stakeholders.
  • Track public sentiment, media coverage, and emerging issues relevant to Nebius’ reputation and policy agenda.

Internal Alignment

  • Partner cross-functionally with Legal, Policy, Compliance, and GTM teams to ensure business initiatives align with regulatory expectations.
    • Provide timely updates and recommendations to leadership on policy risks or opportunities.

We expect you to have:

  • Bachelor’s degree in Political Science, Public Policy, Communications, or related field;
  •  5–7 years of experience in government affairs, public policy, or external relations (preferably in tech, energy, or infrastructure sectors).
  • Proven ability to translate complex policy topics into clear business implications.
  • Experience engaging with government entities, advocacy groups, or trade associations.
  • Strong writing and external communications skills; ability to synthesize information quickly and accurately.
  • Excellent stakeholder management and interpersonal skills.
  • Ability to build and maintain strong relationships with diverse stakeholders, including those opposed to development.
  • Ability to travel as needed.

Competencies & Behavioral Traits

  • Stakeholder Influence: Builds trusted relationships with internal and external partners; tailors communication by audience.
  • Business Acumen: Understands how policy, regulatory, and reputational factors influence business outcomes.
  • Execution & Accountability: Manages multiple initiatives independently and delivers outcomes on time.
