 Job Description: 

Position Overview:

The Program Manager – Cybersecurity Education will be at the centre of successful coordination, delivery, and reporting of Government of Canada-funded training programs at the Cybersecurity Center of Excellence (CCoE) in Malaysia. The Program Manager will work closely with key internal and external stakeholders to ensure project deliverables are met on-time and in compliance with financial and performance expectations. This role is responsible for collecting and synthesizing data from various sources to prepare comprehensive financial and narrative reporting for stakeholders as per agreed-upon timelines. This is for a 3 year contract that ends in October 2027 with the potential to become full-time.

Key Responsibilities:

Program Management:

  • Lead the coordination of training programs outlined under the agreement, ensuring that timelines, deliverables, and expectations are clearly defined and met.
  • Serve as the primary point of contact for all stakeholders resolving any issues or conflicts that may arise and ensuring smooth program execution.
  • Monitor the day-to-day implementation of training programs, ensuring that program goals are being met and that any challenges are addressed promptly.
  • Lead the charge for any change requests that need to be executed with the Government of Canada.

Data Collection & Reporting

  • Collect, organize, and analyze program performance data including financial and qualitative information.
  • Design and implement a system for tracking the key performance indicators (KPIs) set out in the agreement
  • Prepare detailed, clear, and actionable reports on program performance, financial status, and compliance with contractual KPIs for all stakeholders.
  • Develop narrative reports that translate quantitative data into a comprehensive story of program progress, challenges, and outcomes, ensuring that all stakeholders have a clear understanding of program impact.
  • Ensure timely submission of reports and updates to funding bodies and partner organizations, including any necessary documentation for audits or program evaluations.

Financial & Compliance Oversight:

  • Support the financial management of all government-funded training programs, ensuring expenditures align with budget and contractual agreements.
  • Ensure compliance with all funding agreements and government regulations, working with internal teams and external stakeholders to maintain transparency and accountability.
  • Oversee the tracking and reporting of program expenditures, including working with internal BlackBerry finance teams to manage billing.

Stakeholder Engagement & Communication:

  • Build and maintain strong, collaborative relationships with key stakeholders including government representatives, partner organizations, and internal BlackBerry teams.
  • Act as the main liaison between the training facility and funding body, ensuring that all parties are informed of program status and challenges.
  • Communicate regularly with stakeholders to provide program updates, gather feedback, and address concerns or issues that may arise during program delivery.
  • Ensure that all parties involved in the trilateral agreement have access to relevant documentation, resources, tools, reports, and communications to support decision-making.
  • Foster a collaborative and results-oriented team environment, promoting open communication, problem-solving, and a commitment to delivering high-quality training programs.

Key Skills & Qualifications:

Education: Bachelor’s degree Project Management, Business Administration, or a related field.

Experience:

  • Minimum of 5 years of experience in project coordination or management, with a focus on government-funded programs or educational initiatives.
  • Proven experience in working with complex, multi-party agreements in particular partnerships between government bodies and external organizations.
  • Strong background in collecting, analyzing, and reporting on performance data, with experience in managing program KPIs and financial tracking.
  • Experience in preparing reports and narratives for diverse stakeholders, including government representatives, funding agencies, and partner organizations.

Skills:

  • Excellent project management skills, with the ability to manage complex initiatives.
  • Strong analytical skills, with experience in data collection, reporting, and performance evaluation.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and project management tools such as Smartsheets.
  • Exceptional written and verbal communication skills, with the ability to craft clear and compelling reports, presentations, and updates for diverse stakeholders.
  • Strong leadership and interpersonal skills, with the ability to engage stakeholders, foster collaboration, and guide teams towards achieving shared goals.

Preferred:

  • Knowledge of government regulations, funding processes, and compliance requirements for publicly funded programs.
  • Knowledge of the education and training including best practices for adult learning or workforce development.
