Job Description

The HSE Lead / Advisor plays a critical role in supporting safe, compliant, and efficient operations across ClearWater's construction, maintenance, turnaround, and industrial projects. This position is responsible for promoting a strong safety culture, ensuring compliance with applicable health, safety, and environmental regulations, and providing guidance and support to employees, supervisors, subcontractors, and clients.

Working collaboratively with operations, project teams, leadership, clients, and contractors, the HSE Lead / Advisor provides technical expertise in occupational health and safety, hazard identification, incident prevention, inspections, investigations, training, and continuous improvement initiatives. Depending on experience and project requirements, the successful candidate may take a leadership role in managing HSE programs, audits, and site-wide safety performance.

What would you be doing?

HSE Program Implementation & Compliance

Support and maintain effective health, safety, and environmental programs by:

  • Promoting a strong safety culture among employees and subcontractors.
  • Ensuring compliance with applicable Occupational Health & Safety legislation, regulatory requirements, client expectations, and company standards.
  • Supporting the development, implementation, and continuous improvement of HSE programs, procedures, and safety management plans.
  • Advising operations and leadership teams on industry best practices and applicable legislation.
  • Supporting client, regulatory, and internal HSE requirements across project and operational environments.

Site Inspections, Audits & Risk Management

Identify and mitigate workplace risks by:

  • Conducting workplace inspections, audits, hazard assessments, and field observations.
  • Monitoring corrective actions and supporting timely resolution of identified deficiencies.
  • Assisting with contractor and subcontractor qualification, evaluation, and risk mitigation processes.
  • Supporting COR, internal, and external audit activities and corrective action tracking.
  • Implementing systems to identify, assess, and mitigate workplace hazards and unsafe practices.

Incident Prevention & Investigation

Support continuous improvement of safety performance by:

  • Assisting with incident reporting, investigations, root cause analysis, and corrective action development.
  • Tracking trends and supporting recommendations to improve operational safety performance.
  • Maintaining accurate safety records and documentation.
  • Supporting emergency response planning and preparedness activities.
  • Communicating lessons learned and safety alerts across operational teams.

Training, Communication & Employee Support

Enhance workforce safety awareness and competency by:

  • Conducting and supporting employee and contractor orientations.
  • Delivering or coordinating HSE training programs for employees, supervisors, and management teams.
  • Participating in pre-job meetings, client meetings, and project kickoffs.
  • Supporting development and communication of monthly safety messages, safety alerts, and safety initiatives.
  • Providing guidance on safe work practices, hazard assessments, inspections, and regulatory compliance requirements.

Reporting & Continuous Improvement

Support effective HSE performance management by:

  • Maintaining safety statistics, reports, action logs, and compliance records.
  • Preparing HSE performance summaries for operational and client reporting requirements.
  • Supporting the collection and analysis of HSE performance metrics and trends.
  • Participating in continuous improvement initiatives, audits, and program reviews.
  • Contributing to the advancement of ClearWater's safety culture and operational excellence objectives.

Qualifications

  • Professional certification as CSO, NCSO, CHSC, or Occupational Health & Safety Certification required.
  • CRSP designation is considered an asset.
  • Experience with HSE Management Systems and audit programs, including COR requirements.
  • Certification as an Internal Auditor through ACSA or equivalent is considered an asset.
  • Strong knowledge of Occupational Health & Safety legislation and industry best practices.
  • Formal training or experience in incident investigation and root cause analysis is preferred.
  • Proficient in Microsoft Office applications and HSE reporting systems.
  • Valid Class 5 driver's license with the ability to travel to various project and site locations.
  • Experience in industrial construction, maintenance, energy, oil and gas, or related industrial environments.
  • For Advisor-level candidates: typically 1-3 years of HSE experience supporting field operations, projects, or maintenance activities.
  • For Lead-level candidates: typically 3-5+ years of progressive HSE experience, including leadership responsibilities supporting multiple industrial projects, maintenance activities, or operating facilities.

This position has been identified as a safety-sensitive position and will require completion of drug and alcohol testing.
