Salary: $94,126 - $174,736

This is a hybrid role #LI-Hybrid

Reporting to the Senior Director, Procurement Services, you will be responsible for overseeing and delivering comprehensive procurement and contract management services, ensuring the effective mitigation of reputational, commercial, and legal risks impacting the LCBO. You will also lead strategic procurement and contract management initiatives to achieve divisional and organizational goals, with a direct focus on sourcing IT categories (including software/systems, maintenance/support, hardware/equipment, professional services, and consulting) and establishing favourable contracts that mitigate risk and provide strong commercial value. This includes advising and influencing senior business executives, developing and implementing strategic sourcing, commercial and contract negotiations, and contract lifecycle management, while engaging in creating and maintaining positive relationships with the vendor community. You will oversee and lead a team of professionals to deliver business-focused, end-to-end procurement and contract solutions for the indirect procurement needs of LCBO’s IT division.

About the Role

  • Cultivate strong, productive relationships with executives, senior management and operational staff to ensure alignment and collaboration between Procurement Services and the broader operational teams.
  • Act as a trusted advisor and subject matter expert, providing strategic procurement and contract management advice and guidance to strengthen the department’s value offering as a key partner in achieving organizational objectives.
  • Continuously work to enhance the Procurement Services department’s capabilities and influence within the LCBO, fostering a culture of collaboration, efficiency, and shared success.
  • Provide strategic leadership in the delivery of procurement and contract management for high profile, high-risk projects, managing sourcing events and selecting vendors, and negotiating, executing and awarding contracts.
  • Oversee team members to ensure the effective execution of all required procurement and contract management activities including the creation of final contracts without the assistance of Legal except in the most complex of cases.
  • Ensure risks are mitigated, compliance with regulatory requirements is achieved, and outcomes are defensible and aligned with organizational objectives.
  • Provide strategic leadership and coaching to direct reports, fostering a high-performing team of both procurement and contract management professionals dedicated to enabling the business in achieving organizational strategic objectives.
  • Promote accountability and excellence in team performance, ensuring strong business partnership, compliance with organizational policies and deploying industry best practices

About You

  • Post-secondary education in Business, or relevant discipline or an equivalent combination of education and experience.
  • 7+ years of relevant experience procurement and/or contract management, successfully leading teams of professionals.
  • In-depth knowledge of procurement policies, directives, and contract management principles.
  • Expertise in sourcing IT solutions through competitive procurement processes, along with strong advanced contract negotiation skills and abilities that follow best practices.
  • Specific experience in public sector procurement and/or contract management, with a strong understanding and application of mandated public procurement principles and directives.
  • Accreditation as a Certified Professional Purchaser (C.P.P.), Certified Supply Chain Management Professional (C.S.C.M.P.), Certified Public Purchasing Officer (C.P.P.O.), or equivalent is considered an asset.
  • Deep knowledge of end-to-end procurement processes, including strategic sourcing, competitive bidding, and vendor selection.
  • Strong understanding of IT products, services, and vendor ecosystems, including hardware, professional services, licensing agreements, cloud services, and emerging technologies.
  • Expertise in public sector procurement regulations including Ontario specific directives, trade agreements, and governance standards.
  • Ability to analyze data and metrics to inform strategies and drive decision-making and improvements.
