Job Description:


The Senior Business Analyst will provide dedicated, hands‑on business analysis support to the Enterprise Data Collection Platform (EDCP) and Stakeholder Management System (SMS), working closely with business stakeholders, product owners, technical teams, and quality assurance to ensure timely, high‑quality delivery across multiple applications and initiatives.


Experience and Skill Set Requirements


The ideal candidate will bring strong senior‑level business analysis experience and demonstrate the ability to support complex, multi‑application digital platforms within a large enterprise or public sector environment.


Required Experience:

  • 10 + years Demonstrated experience as a Senior Business Analyst supporting enterprise applications, digital platforms, or large‑scale programs with multiple stakeholders and dependencies.

  • Proven experience leading requirements elicitation, analysis, and documentation across the delivery lifecycle, including enhancements, maintenance, and modernization initiatives.

  • Experience working on multiple concurrent initiatives with overlapping timelines, managing competing priorities and delivery risks.

  • Strong background in collaborating with business, technical, and QA teams to ensure requirements are clear, testable, and aligned with delivery and quality standards.

  • Experience supporting process improvement initiatives, including documenting current‑state and future‑state processes and identifying opportunities for efficiency and standardization.

  • Familiarity with Agile and hybrid delivery models, including backlog management, user stories, and iterative delivery.

  • Experience documenting and managing requirements in support of quality assurance and testing activities, including alignment with test planning and execution.

  • Experience working within government, public sector, or other highly regulated environments is strongly preferred.

Key Skills and Competencies:


  • Strong analytical and problem‑solving skills, with the ability to assess complex business needs, identify gaps, and propose practical, implementable solutions.

  • Exceptional written and verbal communication skills, with the ability to produce clear, concise, and high‑quality documentation suitable for diverse audiences.

  • Ability to manage stakeholder expectations, facilitate discussions, and navigate competing priorities in a multi‑program environment.

  • Strong organizational and time‑management skills, with attention to detail and a high standard for quality and accuracy.

  • Demonstrated ability to work independently while also contributing effectively as part of a cross‑functional team.

  • Solid understanding of data‑driven applications and system integrations (e.g., APIs) is an asset.

  • Experience supporting standardization initiatives (e.g., user stories, use cases, documentation frameworks) is an asset.

MUST HAVES:

  • 10 years - Expertise in gathering, documenting, and validating functional/non-functional requirements and BRDs.

  • 10 years - Expertise in interpreting business needs into technical solutions and performing Gap Analysis on legacy vs. modern systems.
