As a Bid Manager you will be responsible for the complete management of all disciplines involving a proposal submittal for P3, and Alternative Procurement in Canada or USA Must have previous experience in the Infrastructure Sector, including Highways, Transit, and Roads . Be capable of multi-tasking and managing concurrently Projects at Bid Stage.
You will ensure that appropriate design, procurement and estimate resources are in place to deliver a proposal that is responsive and complies with Client requirements, and is within program and cost constraints.

Job Description

Responsibilities

  • Lead, and coordinate Design, Commercial, Estimating, Construction  and Technical Writing teams throughout the development of procurement, RFQ’s and RFP’s, and engagement strategies for the proposal
  • Management of the proposal team and be accountable for  the  schedule, and budget, in accordance with the Client’s requirements
  • Ensure the compliance of the proposal documents with current legislation and client standard requirements
  • Ensure the specifications and requirements of the contract are accomplished
  • Establish and implement the agreed Proposal Management strategy on the tender.
  • Develop proposal management procedures with JV partners, if applicable , and ensure these are implemented accordingly.
  • Create a Risk register Matrix for the  project, Risk and Opportunities matrix whit a Risk Management plan  
  • Coordinate and oversee Technical and Commercial proposals, ensuring they are complete
  • Organize and chair regular proposal coordination meetings.

Essential Functions

  • Liaise with the Senior Management reporting on project performance.
  • Maintain close relationships with partners and all proposal organization teams.
  • Establish, maintain and manage effective proposal resource and team profile during the bid.
  • Ensure completion and compliance of the proposal departmental procedures at bid stages.
  • Monitor progress against the management plan, and report to the project team.

Knowledge, Skills, and Abilities

  • Heavy Civil construction knowledge is a must p as well as excellent knowledge of contractual and construction regulations in Canada and US.
  • Good operational planning and time management skills; able to manage projects   simultaneously without compromising on standards and quality.

Special Conditions

  • Individuals may be required to travel within Canada and USA and elsewhere as directed
  • Positions, hence individuals, may be subject to relocation to projects and offices within Canada and elsewhere according to Acciona resource requirements.

Required Skills and Competencies

  • Experience in P3 Projects, PDB with at least one major project in Hwy’s.
  • Bachelor’s Degree in Civil Engineering and/or Master preferred.
  • A minimum of 10-12 years of experience on civil work projects.
  • A minimum of 5-7 years of experience on in Design & Build proposals & Alternative Delivery
  • Sound knowledge of project management practices.
