The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. Summary
Reporting to the Manager, Technology Innovation, the Analytics and Innovation Engineer is responsible for developing quick-to-value analytics and applications to support ongoing business needs in a small and growing team. This role is involved in the practice of monitoring emerging trends and new technologies, evaluating their feasibility and providing recommendations on new technologies, equipment and tools to the Analytics and Technology Innovation Engineer Lead.
Working collaboratively, this role delivers work product in a strategic and timeboxed fashion to explore possibilities and to prototype and productionize potential solutions to highly complex business needs.
Working in a Hub-and-Spoke model, the role will work to take requirements that have been gathered from the business, and to implement ongoing Minimum Viable Product (MVP) work to show business users incremental value returns on analytical and development work. This role will be tasked with participating in a solution-oriented team culture and fosters open collaboration. This role will be building on top of a new skill set to the organization and will need to be involved in building the process from the ground up, such as source control, code management and ongoing continuous integration/continuous delivery (CI/CD). This position is central to our Artificial Intelligence (AI) roadmap, focusing on architecting and delivering the organization’s first suite of internal LLM-powered tools. The tech stack is still early in development, and this role will be required to provide input on future growth and development.
The role requires strong expertise in designing and implementing applications to support the delivery of advanced analytics, machine learning and AI services, and a proven history of learning new and additional domains. The ideal candidate will have a background in full stack development, and an ability to take abstract concepts and form them into tangible deliverables.
This opportunity is considered to be a business critical role supporting the Information Services and Digital Solutions department.
Key Duties and Responsibilities
Application Development
Work in an Agile team setting to develop clear requirements and delivery of MVP solutions that allow business units to see incremental value, and to test out ongoing hypothesis to drive business value
Work on a variety of challenging projects and communicate regularly with wider team on roadblocks and needs in order to meet stakeholder deadlines
Architect, test and deliver complex cloud-based application solutions in a prototype fashion to establish quick wins and establish business value
Work with internal technical teams to move prototypes into production for regular, sustained delivery
Collaborate with team members to ensure they have factored all requirements and risks appropriately into ongoing support initiatives.
Establish strong understanding of data entities, and their contextual relationship with analytics and data science needs
Working in an Agile Framework, participate in Agile ceremonies such as sprint planning, backlog grooming, stakeholder demos and daily scrums
Identify blockers and work in collaboration with team lead to clear them
Participate in ongoing code reviews and provide input on technology stack design
Work to formalize development standards, and share industry best practices with other team members to ensure high quality and consistency in outputs
Provide strategic advice to the Manager and wider team to identify developments or technical improvements that impact the OSC’s operational and policy work.
Focus on introducing a rapid development model to the organization, geared at delivering quick, actionable value
Work with cloud infrastructure specialists to assist in the design of analytics workbench spaces and appropriate data aggregations to conduct value add analytics and data science practices
Participate in projects from inception to end-state production, by defining and recommending system enhancements, application design, reporting/data requirements and conversion activities.
Design, develop, and deploy the organization's foundational LLM applications, transitioning proof of concepts into scalable internal production environments.
Qualifications
Undergraduate degree in STEM programs, including Mathematics, Computer Science, Computer Engineering, Business or other related discipline.
5+ years of relevant technology roles
Experience with Advanced Analytics, Data Science and/or application development.
Proven track record of building and growing successful applications and deliverables.
Experienced in Agile Methodologies.
Experience with version control and CI/CD with tools such as Jenkins, Docker, git, BitBucket etc.
Ability to work independently, understand how different areas of application integrate with other systems and assess the impacts.
Advanced proficiency and experience working with analytics and application development languages and frameworks, such as Python, Scala, Spark, Angular, React JS etc.
Strong background in data engineering and lifecycle management, with specific experience in preparing unstructured datasets for LLM consumption and establishing evaluation benchmarks for model performance.
Hands-on experience with Large Language Models (LLMs) and a track record of implementing generative AI solutions within a production-grade environment.
Ability to accurately, thoroughly and efficiently handle/analyze high volumes of data from a variety of sources and formulate data into simple, complete and concise formats.
Able to work well independently with minimal supervision, and within a team environment.
Excellent organization and planning skills, with ability anticipate and mitigate business problems and to navigate ambiguity.
