Provides strategic leadership for the Legal Claims & Negotiations Department, overseeing legal claims, Treaty matters, Indigenous rights, consultation, accommodation, litigation oversight, Lands Recovery, policy research, evidence management, and jurisdictional initiatives. Leads complex, multi-party negotiations involving land claims, resource development, impact benefit agreements, intergovernmental arrangements, jurisdiction, and self-government while implementing Council directives and strategic priorities.

Provides policy research, legislative analysis, and strategic advisory support on Indigenous rights, Treaty implementation, governance, lands, resources, consultation, legal claims, negotiations, and Nation-building. Prepares briefing notes, policy papers, options analyses, reports, submissions, presentations, and correspondence for senior decision-makers. Supports policy development, legal claims research, negotiation mandates, precedent analysis, issue matrices, and implementation tracking in collaboration with legal counsel and technical experts.

Leads the Nation’s financial operations, including financial planning, budgeting, forecasting, cash flow management, financial analysis, reporting, compliance, audit preparation, and organizational budget consolidation. Serves as the senior financial authority and strategic advisor to executive and council leadership while ensuring financial sustainability and adherence to legislation, policies, and funding agreements.
